Titov called for compensation to businesses from the budget for losses from non-working days

The loss of working time, which will be caused by non-working days proposed in connection with the epidemiological situation, must be compensated from the federal budget. This was stated by Presidential Commissioner for the Protection of the Rights of Entrepreneurs Boris Titov, the words of the RBC Ombudsman were transmitted in his office.

According to Titov, all additional days off and restrictions should be introduced by official decisions of the federal operational headquarters. “And the loss of working time should be compensated from the source that has already been announced. That is, from the federal budget,” he specified.

According to the Ombudsman, other options will hit the economy, and in the face of a growing budget surplus, it will be impossible to explain this blow to the population. “It is clear that we are talking about the preparation of a “soft lockdown”. In this regard, the most important and acute question is how the state will share responsibility with business for the upcoming economic losses,” Titov said.

In 2020, the state introduced “hybrid” restrictions, but “did not formally declare a state of emergency.” For this reason, the main burden of compensation for working hours fell on employers, the Ombudsman noted.
