Rosselkhoznadzor discovered the use of beef fat by the Oryol plant in the production of condensed milk

Taking into account the inadmissibility of falsification of dairy products with beef fat, the ROSSELKHOZNADZOR Department for Orlovskaya and Kurskaya appealed to the Prosecutor's Office, proposing to conduct a joint audit of the enterprise.

During the inspection, samples were taken from several batches of condensed MILK with a fat content of 8.5%. Studies conducted by FGBU "VGNKI" confirmed that the company uses components of non-dairy origin in the production. Thus, the admixture of beef fat to the total volume of milk fat was 45.5% in condensed milk under the brand "Milk Union" and 42.6% - in condensed milk under the brand "Svetaevo".

In addition, the audit showed the unsatisfactory sanitary condition of the production premises; lack of temperature control in industrial premises and freezers; inefficient enterprise biosecurity system; signs of falsification of data on manufactured products and raw materials used in internal accounting systems and in the FSIS "Mercury".

JSC "Verkhovsky Milk Canning Plant" had previously come under the RADAR of Rosselkhoznadzor. In 2022-2023, when analyzing electronic documents in the FSIS "Mercury", the facts of the production of dairy products from raw materials of unknown origin were established; movement of products between business entities over an illogical period of time; indication of the advance date of production. Only on May 29-31 of this year, the company put into circulation 112.8 tons of dairy products, made from only 3.6 tons of raw materials. 

Also, in the dairy products of the plant, benzoic and sorbic acids, QMAFAnM, a mismatch in the protein-fat balance, falsification with ß-sitosterols were detected.

Since 2022, the enterprise has been issued 5 warnings and 11 warnings, access to Rosselkhoznadzor information systems has been blocked for three authorized representatives of the plant, and 2 administrative investigations have been conducted.

Currently, the territorial administration is preparing an expert opinion to revoke the declaration of conformity of batches of condensed milk with beef fat. A regime of enhanced laboratory control has been introduced for the supply of products from this plant to foreign markets, as a result of which EXPORT restrictions may be imposed . Information about the identified violations was submitted to the Prosecutor's Office, the Federal Security Service and  Rospotrebnadzor  for taking response measures, including the withdrawal of batches of condensed milk with beef fat from circulation.

Monitoring of the supply of beef fats to dairy plants throughout RUSSIA will continue.
