When analyzing the traceability of the origin of products in the FSIS "Mercury", the employees of the Office found that the products received were produced at the enterprise of IP Kholodilina S.Yu. (Moscow city).

According to the production transaction “processing / production” dated April 14, 2023, the authorized person of IP Kholodilina S. Yu. registered production for dairy products “butter “Krestyanskoye”, mass fraction of fat 72.5%; monolith 20 kg "in the amount of 11300 kg from similar raw materials" butter "Peasant" mass fraction of fat 72.5%; monolith 20 kg. GOST 32261-2013" in the amount of 11999 kg.

Upon further analysis, it was found that butter, which was used as a raw material in the above transaction, came from the Draft LLC enterprise (Moscow), where it was produced without the use of raw materials also on April 14, 2023.

In addition, on April 16, an eVSD was issued to the enterprise of the Yaroslavl region for dairy products “butter “Krestyanskoye”, fat mass fraction 72.5%; monolith 20 kg. GOST 32261-2013" in the amount of 11.3 tons from the company LLC "Draft" (Moscow), where it was produced without the use of raw materials.

It should be noted that according to the extract from the Unified State Register of Legal Entities / Unified State Register of Legal Entities, Draft LLC is not engaged in the processing / production of food products, including dairy products, according to IS Cerberus, the warehouse site of Draft LLC at the specified address is a public catering enterprise and is not a MILK processing facility enterprise, these facts speak of phantom production.

Site of IP Kholodilina S.Yu. at the specified address is registered as an enterprise / retail trade organization selling MEAT / meat raw materials, fish / fish products and is not a dairy processing enterprise, which is a sign of phantom production. In addition, according to an extract from the Unified State Register of Legal Entities / EGRIP enterprise IP Kholodilina S.Yu. does not process/produce dairy products.

To exclude further circulation of food products that have not passed the procedure for confirming the safety for human consumption, information was sent to the ROSSELKHOZNADZOR Administration for the city of Moscow, the Moscow and Tula regions. On the basis of the revealed facts, the Office of the Rosselkhoznadzor for the Tver and Yaroslavl regions canceled the registration in the FSIS "Mercury" of authorized persons LLC "Draft" and IP Kholodilina S.Yu., who knowingly entered false information about the production of dairy products.

The Department canceled production and transport eVSD for oil of unknown origin to prevent its further sale. The above-mentioned enterprises were warned about the inadmissibility of violations of mandatory requirements. Also, the materials were sent to the Main Directorate of the Ministry of Internal Affairs of RUSSIA for Moscow to initiate criminal cases against fraudsters who illegally put into circulation dairy products of unknown origin.
