In particular, in May, the specialists of the Service carried out on-site surveys of land plots located within a radius of 5 km around poultry farms to identify solid waste dumps that can be a source of food for wild and synanthropic birds. Based on the results of the activities carried out, 10 landfills were identified, located on the lands of settlements, industry and agricultural lands. In order to take measures to eliminate the identified violations on these facts, local authorities were informed. The information was also sent to the state enterprise of the Kaluga region "Kaluga regional environmental operator" and to the environmental prosecutor's office. At the same time, within the framework of existing powers, directly by the Office of the ROSSELKHOZNADZOR7 warnings were issued to the owners of agricultural land plots where unauthorized dumps were discovered.

In addition, veterinary inspectors of the Rosselkhoznadzor Department, together with representatives of the regional veterinary service, the administration of municipalities, conducted 24 raids to prevent violations in the sale of live animals and poultry, as well as livestock products at markets and weekend fairs.

In the course of these measures to prevent the spread of especially dangerous diseases of animals and birds in the Kaluga region, at weekend fairs in the Ferzikovsky and Dzerzhinsky districts, facts were established that individuals sold poultry in violation of the requirements of veterinary legislation without veterinary accompanying documents containing information on the origin of the bird , epizootic well-being of the territory of its origin, clinical condition, as well as the results of laboratory tests. Based on the results of the measures taken, violators were issued warnings about the inadmissibility of violating mandatory requirements. On the territory of markets and fairs, specialists of the Service also posted informational materials about the danger of the introduction and spread of avian influenza.

The Office of the Rosselkhoznadzor once again sent letters of demand to the heads of municipalities in the region about the need to take measures to curb unauthorized trade.

In addition, in order to prevent the introduction of the highly pathogenic avian influenza virus into the poultry enterprises of the region, the Rosselkhoznadzor Administration conducted on-site surveys of the adjacent territories of poultry farms to ensure compliance with the Veterinary Rules for the implementation of preventive, diagnostic, restrictive and other measures, the establishment and lifting of quarantine and other restrictions aimed at preventing the spread and elimination of foci of highly pathogenic avian influenza, as well as the Veterinary Rules for Keeping Birds at Closed Poultry Farms (Poultry Farms).

According to the results of the on-site examinations, the specialists of the department revealed violations of the mandatory requirements of the veterinary legislation of the Russian Federation. In particular, facts were established when measures were not taken on poultry farms to scare away wild birds, conditions were not provided to prevent wild birds from nesting on farms, and there were areas in the fences that were knocked down to the ground or completely broken.

Farms were issued warnings about the inadmissibility of violating mandatory requirements and the need to strictly comply with the requirements of veterinary rules, as well as the rules for organizing work on the preparation of veterinary accompanying documents. In addition, on May 29, the Rosselkhoznadzor Administration will conduct preventive visits to poultry farms in the Kaluga region using the videoconferencing system.

At the same time, according to information received from poultry farms, enterprises were transferred to a rotational mode of operation, workers living in the territory of the Maloyaroslavetsky district were transferred to a remote mode of operation.

In addition, at the initiative of the Department of Rosselkhoznadzor, by a decree of the HEAD of the Maloyaroslavets district administration, on May 18, 2023, a high alert mode was introduced, which will allow local authorities to respond more quickly in the event of an emergency and take a wider range of measures to prevent the further spread of highly pathogenic avian influenza .
