The deputy HEAD of the S. M. Kirov Military Medical Academy, Pavel Veshkin, was arrested on suspicion of fraud, TASS reports , citing the press service of the Khamovnichesky COURT of Moscow, which made the decision.
“The court granted the request of the preliminary investigation authorities to select a preventive measure in the form of detention in relation to Pavel Nikolaevich Veshkin, suspected of committing a crime under Part 4 of Article 159 of the Criminal Code,” the statement said. He will be in custody until March 9.
Veshkin is suspected of fraud on an especially large scale and faces up to ten years in prison.
According to the academy's website, he was the head of the contract service.
As Kommersant reports, the case against the deputy head was opened on January 9; in addition to him, persons from among the military and civilian employees of the academy and entrepreneurs who were not identified by the investigation were named as defendants. Veshkin was detained on January 24.
According to investigators, at the beginning of 2022, when the “omicron” CORONAVIRUS strain became widespread in RUSSIA, a group of people in St. Petersburg, Moscow, the Leningrad and Moscow regions developed a scheme to steal budget funds “for the purpose of personal enrichment.” Its participants appealed to the main military medical department of the Ministry of Defense with a request to urgently allocate funds for the purchase of various equipment, including ventilators, and medicines. The money was allocated and used to conclude contracts with companies controlled by the scammers.

The case talks about damages of 40 million rubles, but the newspaper writes that it could grow.
Veshkin said in court that he did not understand what crime he was suspected of committing. The representative of the investigation asked to take him into custody because of the risk that the suspect could put pressure on other participants in the investigation and hide in Georgia, where his relatives live. The defense stated that the investigator's statements were not supported by any evidence, and the court's decision to arrest would be appealed.
