The Department's specialists were alerted that from the site of Troika LLC (Belgorod region) authorized persons of Perspektiva LLC (Chelyabinsk region) were introducing products into circulation without information about their origin and veterinary and sanitary examination. When carrying out a control and supervisory activity without interaction with the controlled person (monitoring compliance with mandatory requirements), IT turned out in the FSIS "Mercury" that from February 27 to April 5, 2024 , through the "processing/production" transactions at the specified site, information about the availability of 60 heads of cattle , and also produced 5.026 tons of frozen beef, 10.7 tons of butter, 20 kg of beef fat, 0.226 tons of finished Meat products and 0.35 tons of ultra-pasteurized Milk. However, according to the data of the unified state register of legal entities, Perspektiva LLC does not have OKVED codes that allow it to obtain regulated products, carry out their production (processing) and keep animals, and therefore the authorized person does not have the right to issue electronic veterinary accompanying documents for this product.

According to the Mercury system data on transport eVSD, products of unknown origin were sent to enterprises in the Moscow and Omsk regions.

The production veterinary certificates issued for the above products were promptly cancelled, making their sale impossible. The registration of an authorized person in the FSIS component “VetIS.Passport” was also cancelled. The site of Troika LLC was recognized as phantom and excluded from the register of economic entities in the FSIS Cerberus.

Information for taking measures within the existing powers was sent to the Rosselkhoznadzor Office , into whose territory the products were received, as well as to the veterinary department of the Belgorod region.

In total, since the beginning of the year, five phantom sites have been identified in the Belgorod region with the help of FSIS "Mercury".
