September 23, MINSK . The Board of the Eurasian Economic Commission decided to introduce shipment tracking in accordance with the agreement on the use of navigation seals for shipment tracking within the Eurasian Economic Union, the EEC press service told BelTA.

"The agreement provides for the gradual introduction of a tracking mechanism based on the categories of goods and modes of transport used. Implementation is divided into three stages, with a total duration of 1.5 years," noted EEC Minister for Customs Cooperation Ruslan Davydov. "We hope this will increase the transit potential of the Eurasian Union and create more favorable conditions for carriers. Regulatory authorities will also have fewer reasons to stop vehicles traveling with navigation seals, as this will ensure complete transparency of such shipments."

In the first stage, from February 11, 2026, navigation seals will be applied to sanctioned and certain types of excisable goods, including ALCOHOL and tobacco, transported by road and/or rail in accordance with the customs procedures for transit and EXPORT, as well as those moved between member states within the framework of mutual trade. Seals will also be used for the transportation of certain categories of goods, such as clothing, footwear, and equipment, transported by road in accordance with the customs transit procedure. Seals will be applied to nicotine-containing products and nicotine raw materials classified under items 2404, 2939 79 000 0, and 2939 80 000 0 of the unified Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union, transported by road and exported from the customs territory of the EAEU in accordance with the customs procedure for export.

Effective February 11, 2026, the Commission's Board Decision No. 63 of June 8, 2021, will cease to be effective. it stipulates the application of the customs transit procedure to tobacco products and alcohol, which are EAEU goods placed under the export customs procedure for the purpose of their transportation (shipment) within the customs territory of the Union to the customs authority at the point of departure. The shipment of these goods will be tracked in accordance with the agreement.

This decision will enter into force on February 1, 2026.
