The State Duma proposes to simplify access to the Russian market for veterinary drugs from friendly countries

In the explanatory note to the bill, the author points out the high dependence of the veterinary industry on the supply of drugs from unfriendly countries. “More than 50% of vaccines and other veterinary drugs that are widely used by farmers and pet owners come from unfriendly countries. Today, not only the HEALTH of animals living under the same roof with their owners, but also the economic availability of MILK, MEAT and other livestock and poultry products to citizens is directly determined by the stability of imports of veterinary drugs from unfriendly countries. Taking into account the described geography of deliveries, the current situation presents special risks in the area of ​​biological safety,” the deputy writes.

Stanislav Naumov notes that companies from unfriendly countries "are already curtailing the supply of critically important drugs." At the same time, there is no domestic import substitution program in the industry even in the status of a project. Therefore, he proposes to increase the supply of veterinary drugs from friendly countries. Among these he cites CHINA and India. He also believes that a number of veterinary drugs can be imported from Africa, the Middle East and Latin America.

The parliamentarian cites figures that in recent years the share of veterinary drugs from friendly countries in total imports remains low and does not exceed 14%.

“The introduction of a moratorium on complicating the access of veterinary drugs will help change the situation until the share of deliveries from friendly countries reaches 70% in the total volume,” the deputy believes.

To do this, he proposes to postpone the entry into force of one provision of the new law on the introduction of veterinary drugs into circulation, which will come into force in the country from September 1 this year.

“The solution proposed in the interests of all citizens of our country, including also pet owners, agricultural producers and specialists in the field of veterinary medicine, is a moratorium (postponement) of the entry into force of clause 3 of part 2 of Article 1 of the Federal Law of July 2, 2021 No. 317-FZ “On Amendments to the Federal Law “On the Circulation of Medicines”, which introduces a new requirement for a certificate of compliance with the rules of good manufacturing practice for introducing veterinary medicinal products into civil circulation, for 2 years, until September 1, 2025,” the explanatory note says .

In his opinion, such a moratorium will not affect the key control measures for the introduction of veterinary drugs into civilian circulation.
