The European Commission (EC) has proposed clarifying sanctions against RUSSIA so that they "are in no way directed at agricultural products," according to its website.
At the same time, the EC proposed a new package of restrictive measures, which, among other things, would ban the import of Russian gold, and also advocated extending all sanctions against Russia until the end of January 2023.
The HEAD of European diplomacy, Josep Borrell, separately added that in addition to the new package, he would submit to the European Council his proposals for the inclusion of "a larger number of individuals and legal entities" in the sanctions list. They will face an asset freeze and a ban on entry into the EU.

The fact that the European Commission will adopt a new package of sanctions was previously reported by sources to REUTERS. One of them called it not the seventh, but the “sixth and a half” package, because, according to the interlocutor of the agency, it will not be as large-scale as the previous ones. In particular, the previously imposed sanctions on Russian imports of goods that can be used for military purposes will be expanded, the agency writes.
The European Commission decided to clarify the effect of sanctions on agricultural products in this package against the backdrop of the situation with Ukrainian grain accumulated in ports since the beginning of the Russian special operation. President of Ukraine Vladimir Zelensky estimated the volume of blocked products from 20 million to 25 million tons. Russian President Vladimir Putin said that we are talking about 5-6 million tons of wheat and 7 million tons of corn.

Moscow, on the other hand, has repeatedly stated that it does not interfere with the passage of ships, and they cannot deliver grain, since Kyiv has mined the ports. Putin also emphasized that the unfavorable situation on the world food market began to take shape much earlier than the special operation, and Western sanctions against Russia only exacerbated it.
Turkey acted as an intermediary on the issue of Ukrainian grain. On July 13, delegations from Russia, Ukraine, Turkey and the UN held talks in Istanbul. During them, Moscow presented its proposals for resolving the situation. According to the Ministry of Defense, most of the participants in the consultations supported them and in the near future work on the final document called the Black Sea Initiative will be completed.
