The minister presented to the Cabinet of Ministers a national report on the progress of implementation of the state program for agricultural development in 2023.
“Investment in fixed capital in agriculture amounted to 103.3%. Last year, their volume exceeded a trillion rubles, which was invested in the purchase of machinery and equipment, breeding animals, land reclamation work, planting perennial plantings and other areas,” said Oksana Lut.
Labor productivity in the industry, according to the Ministry of Agriculture, will be 102%, which corresponds to the plan; gross value added in agriculture, according to preliminary data, has reached 5 trillion rubles. As the minister emphasized, in general, last year all the target indicators of the state program were achieved - for the growth of agricultural production and food production, for wages, the EXPORT of agricultural products and import substitution.
Thus, agricultural production in 2023 increased by 10.2% compared to the base year 2020, including crop production by almost 15%. The resulting volumes of raw agricultural products made it possible to increase production in the food and processing industry by 11.6% compared to 2020.
The threshold values of the Food Security Doctrine for grain, vegetable oil, SUGAR, MEAT and meat products, and potatoes have been met, the minister continued, and the production results obtained in 2023 made it possible to make significant progress in terms of import substitution. “The corresponding index was 117%. Our level of dairy products, vegetable oils, vegetables and melons, FLOUR and cereal products and, of course, seeds has increased,” noted Oksana Lut.
Exports of agricultural products at the end of 2023 reached record values, increasing in current prices to $43.5 billion, and exceeded the 2022 figure by $1.6 billion. Currently, an extension to 2030 of the federal project “Export of Agricultural Products” is being worked out.
Oksana Lut noted Russia's first place in the supply of wheat and frozen fish, its leading position in the export of sunflower and rapeseed oils, and also recalled that following the results of the already completed season, the country will for the first time become the first in the world in the supply of barley.
In addition, by the base year 2020, exports of processed products also increased: for example, for sugar - 3 times, for sunflower and rapeseed oils - 1.5 times. “For the first time in Russian history, flour exports exceeded 1 million tons, increasing by a quarter compared to the previous year,” noted the HEAD of the Ministry of Agriculture.
In total, 442.6 billion rubles were allocated from the budget for the implementation of the state program in 2023, the disbursement amounted to 99.9%. Preferential lending remains the most popular mechanism of government support: in 2023, banks entered into agreements totaling more than 1.3 trillion rubles.
“One of our constant priorities is to support small businesses. In 2023, more than 20% of stimulus subsidy funds will be allocated to them from the federal budget . In addition, over 6.2 billion rubles were provided to small businesses within the framework of the federal project “Acceleration of Small and Medium Enterprises,” Oksana Lut said.
She also noted that the growth rate of wages in the industry is one of the highest among all sectors of the economy: wages in agriculture in 2023 increased by 16% and amounted to 54.6 thousand rubles.
