The Ministry of Agriculture of the Russian Federation received applications for support for construction projects of eight breeding and seed centers in 2022, Roman Nekrasov, DIRECTOR of the department of crop production, mechanization, chemicalization and plant protection of the ministry, said at a scientific and practical conference for farmers in the Altai Territory.
“From 2016 to 2021, the Ministry of Agriculture of the Russian Federation supported 27 projects [of selection and seed centers]. This year, we received applications for [support] for eight selection and seed centers,” Nekrasov said.
According to him, the Ministry of Agriculture is taking measures to support investment projects for the construction of such centers, for which it is possible to attract credit resources at a rate not exceeding 5% per annum.
"There are capexes - reimbursement of part of the capital costs for the construction of capital facilities. In addition, the government allocated 8.3 billion rubles for these purposes, including 325 million for seed breeding. They allow us to subsidize projects with a total value of 1.6 billion rubles. <... > For investment projects of seed breeding, which will be launched this year and completed in 2023, the level of compensation will be increased from 20% to 50%. The investor will be able to recover half of the costs incurred in the construction of centers," Nekrasov said.
He noted that inflation leads to an increase in prices for equipment for equipping breeding and seed centers. In this regard, the Ministry of Agriculture has lifted the restriction that allows reimbursement of costs for the construction of facilities with a capacity of no more than 20 thousand tons. Thanks to this, projects of centers in the Kursk region and the Stavropol Territory with a capacity of 86 thousand tons and more than 100 thousand tons, respectively, will be able to receive support.
Nekrasov said that the Ministry of Agriculture plans to launch subprograms for the development of selection and seed production of oilseeds, the development of viticulture, including nursery farming. Starting from 2023, a seed breeding and industrial crop breeding program and a horticulture and nursery development subprogram will be launched. He clarified that in the future - the development of selection and seed production of grain crops. For Russian farmers, according to him, it is necessary to develop high-yielding, ecologically plastic varieties with gluten at the level of 10.5%, if such varieties appear, the Russian Federation will close the EXPORT issue.
Earlier it was reported that the government will finance breeding centers established in RUSSIA for 1.2 billion rubles in 2022 to create domestic competitive breeding and genetic material.
