On February 8, at a meeting of the Government of the Perm Territory, chaired by Governor Dmitry Makhonin, about 30 legal acts and issues in various fields of activity were discussed. All proposals were supported by members of the government.
In particular, a resolution was considered on approving the procedure for granting the Agroprogress grant to agricultural producers of the Kama region for the implementation of investment projects.
Dmitry Makhonin stressed that the Perm Territory has always been famous for its industry, but at the same time, the development of agriculture has great prospects. According to him, with the help of the new grant, agricultural producers will be able to more actively develop their production and enter new scales, and as a result, new economic indicators and markets for products.
According to the Ministry of Agro-Industrial Complex of the Perm Territory, the adopted document determines the maximum amount of a grant provided to micro or small businesses for the implementation of investment projects - up to 30 million rubles. Funds will be provided on the condition that the entrepreneur has at least 5% of the required amount of financing for the implementation of the project - own funds and 70% - a preferential investment loan.
In addition, the document clarifies what entrepreneurs will be able to send money under the grant to. In particular, this is the construction or modernization of facilities in the field of the agro-industrial complex, the supply of these facilities with transport and equipment, the purchase of agricultural animals, as well as the reimbursement of part of the interest on the investment loan attracted for the implementation of the Agroprogress project.
As Pavel Noskov, the regional minister of agriculture, explained, the key requirements for the participation of entrepreneurs of the Kama region in the competitive selection will be the following conditions: registering a business in rural areas, operating for more than 2 years, being in the register of recipients of state support for agricultural production, no tax debt on the first day of the month of filing an application .
An essential condition is the bank's approval of an investment loan in the amount of at least 70% of the cost of the costs indicated in the business project's cost plan. The credit line must be approved by the bank not earlier than 30 calendar days before the date of filing the application for participation in the selection.
Applications for participation in the competitive selection will be accepted at the GKU PC "Agribusiness Development Center". The start date for the competitive selection of Agroprogress grant support will be announced before March 1, 2023. Then the competition commission of the regional department will evaluate the applications and documents, conduct a face-to-face defense of the project and form a rating of participants. According to Pavel Noskov, grant funds are planned to be issued before the end of the first half of this year.
“Agroprogress will become the next stage of state support for the implementation of larger integrated investment projects in the agro-industrial complex of existing farms, in contrast to the Agrostartup grant aimed at creating conditions for beginning farmers. We expect that the new support measure will be in demand among industry representatives,” he explained.
Following the consideration of the issue, Dmitry Makhonin instructed the heads of municipalities, together with the regional Ministry of Agrarian Policy, to individually inform the agricultural enterprises of the Kama region about a new measure of support and ways to participate in the project.
