From October 25 until the end of the year in the Tyumen region, children under 18 will be able to visit shopping centers only together with adults. Changes to the document were made on October 20. This is not the first time such restrictions have been introduced in the Tyumen region - the regional authorities took such a measure due to the tense situation with the coronavirus last fall. At the same time, at the operational headquarters at that time, such a practice was called acceptable.

“Citizens are obliged to comply with the legal requirements of officials taking measures to prevent emergencies. According to federal law No. 68-FZ (dated December 21, 1994), state authorities of the constituent entities of the Russian Federation may establish additional rules of conduct binding on citizens and organizations, ”the operational headquarters explained.

However, the lawyer has a different point of view on what is happening.

“Shopping center security guards do not have the right to check the documents of visitors. They can do this only if the access control is established at the facility, and this is fixed in the regulation on admission to the institution. SECs are objects of free access, not secure ones. They do not have the right not to let visitors into them, ”said URA. lawyer Pavel Babikov.

The websites of the largest shopping centers in Tyumen - "Crystal" and "City Mall" - do not contain information about the rules of visiting, including passes.
