MINSK . Effective October 20, 2025, a new measure to support the agro-industrial complex in Belarus was introduced: the assignment of raw material zones to processing plants, according to the decree. The Ministry of Agriculture and Food explained the legislative changes, BELTA reports.
According to the decree, regional executive committees are authorized to create raw material zones from among agricultural organizations receiving state support. Within these zones ,
MILK ,
cattle , and
pork will be sent to specific dairy and
MEAT processing plants determined by decisions of the regional executive committees.
The Ministry of Agriculture and Food noted that the main goal is to maximize the utilization of existing processing capacity (over 80%) and improve the efficiency of the entire industry. "This is especially important in a situation where state support for agricultural producers is provided through national and local budgets –
it is logical for raw materials to go to enterprises that ensure stable demand and processing," the press service emphasized.
The ministry also outlined how the innovations will operate. Raw material zones are established by decision of regional executive committees (this has already been implemented in the Vitebsk and Minsk regions). This mechanism does not affect pricing or restrict the operations of enterprises not included in the zones. Furthermore, for agricultural organizations receiving state support, selling their products within the raw material zone will be a condition for continued receipt of assistance.
"This step strengthens the 'production-processing-market' chain, reduces the risk of capacity downtime, and ensures the sustainability of the country's food system," the Ministry of Agriculture and Food emphasized.
