President Vladimir Putin signed a decree on humanitarian aid to the self-proclaimed republics of Donbass for the period "until a political settlement". The document was published on the official Internet portal of legal information.

The decree states that humanitarian assistance to certain areas of the Donetsk and Luhansk regions is needed to protect the "rights and freedoms of a citizen", as well as "preventing a further decline in living standards in the conditions of the economic blockade" and the covid-19 pandemic .

Main measures:

Recognition in RUSSIA of certificates for goods and services issued in the DPR and LPR. Admission of goods from the republics to government purchases on a par with Russian ones. Remove export-import quantitative restrictions on the movement of goods across the borders with the DPR and LPR (with the exception of certain groups of goods).
