Topic
news The work schedule of the President of Belarus is always very eventful. Alexander Lukashenko holds meetings and working meetings on the most pressing issues of the country's development, regularly visits the regions, makes foreign visits and himself receives foreign guests, communicates with journalists, signs decrees and laws. And even when there are no public events, this does not mean at all that the HEAD of state is not working. However, even during rest, be it hockey training or chopping wood, Alexander Lukashenko will find a reason for another assignment. As he likes to say, everything must be based on life.
The “Week of the President” project is for those who want to keep up with the head of state, to be aware of the most current statements and decisions of the Belarusian leader. The beginning of the last working week of the head of state was marked by the tobacco industry. Conceptual plans for its development from 2025 have been adopted.
The next day, Alexander Lukashenko visited the Mound of Glory memorial complex in the Smolevichi district, where reconstruction is currently underway. But it was not only about the historical memory of the country. Taking this opportunity in the capital region.
A thorough and largely held meeting took place on August 8 with participants in the anniversary meeting of the Council of Foreign Ministers of the CIS. Alexander also warned the countries of the Commonwealth to maintain unity and not look for short-term benefits. They also talked about the challenges facing law enforcement agencies. These include ensuring the rule of law, peace, order and stability in states, countering terrorism and combating cybercrimes.
Friday and Saturday Alexander. They talked about the development of efficient agricultural production in the region, and the creation of a new large integration structure with the participation of the holding. The task is to set an example for the country's
agriculture as a whole to do. But there were many other important topics:, , , ,.
One of the most discussed and quoted topics of the week is the incident with the violation of Belarusian airspace by Ukrainian attack drones. Alexander Lukashenko, how they shot down “uninvited guests” together with
RUSSIA and how
Belarus will react to this provocation.
On Sunday, Alexander Lukashenko continued to work in the east of the country, where he was at the Yubileiny agricultural complex. The President has been here before, and this time he came to assess what had been accomplished from previous instructions. They talked about the creation of a modern engine yard, results in agriculture, dissemination of mentoring experience and patronage assistance.
This week, the President also submitted to parliament
a bill “On amending codes on criminal liability issues.” The development of the document was carried out by a specially created working group under the Presidential Administration.
Sanctions revised
97 crimes. Of these, 65 sentences were supplemented with alternative, milder types of punishment. The humanistic component of the criminal law is strengthening.
Two important decrees signed this week concern the September-November
2024 period and consumer cooperation organizations.
There were many significant holiday occasions. The head of state sent
congratulations on the occasion of the 30-year-old State and professional p.
Another victory of Belarusian athletes at the Olympics in Paris - Alexander Lukashenko, member of the national weightlifting team Evgeniy Tikhontsov with winning a bronze medal.
Alexander Lukashenko also congratulated People's Artist of the USSR Oleg Strizhenov on his 95th birthday during the week.
IT'S ABOUT TOBACCO. What conceptual decisions were made at the meeting with the President Issues of improving the procedure for the production and sale of tobacco products in the country. The head of state recalled how acute the problem of production and sale of such products was in the early 2000s. Then a number of decisions were made to support the tobacco industry, which made it possible to load production capacity and receive corresponding
revenues to the budget. In development of this, 6 years ago an investment project was implemented to create a specialized non-state sales network of tobacco products and develop
EXPORT supplies. “Moreover, we have found opportunities to neutralize the consequences of sanctions and provide ourselves with raw materials,” the President noted.
As a result, the tobacco industry still remains one of the significant sources of budget replenishment, according to the results of 2023 - Br2.5 billion.
“But that was yesterday. Today’s trends cannot but be alarming,” the head of state noted. Addressing the meeting participants, Alexander Lukashenko clarified whether there really were any concerns or whether someone was escalating the situation.
He emphasized that regardless of one reason or another, it is necessary to proceed from the interests of the state and labor collectives, and try to maintain production and export volumes to the maximum. It is unacceptable to “cry about the fact that the market has narrowed, something is missing there.”
The head of state asked how the Grodno factory and other tobacco industry production facilities operate under the current conditions, what opportunities there are for effective operation and development, and whether all reserves are used for the effective operation of the tobacco industry as a whole. Separately, the President asked how things were going with export supplies and how the situation was developing in the domestic market.
As a result of the meeting at the level of the head of state, conceptual decisions were made on how the tobacco industry will develop from 2025, Oleg Zhidkov, chairman of the Belgospischeprom concern, told reporters.
There are three enterprises in the tobacco industry in Belarus, including one state-owned one. Factories faced strong sanctions pressure, which required them to make timely decisions on a number of issues and rebuild the principles and format of work.
At the meeting with the President, emphasis was placed that allows planning work on production and organization, fulfillment of orders by domestic enterprises. At the same time, issues of an exclusively organizational nature were resolved. No additional financial investments from the state are required to support the industry, Oleg Zhidkov noted. “We did not ask for help as such. On the contrary, we outlined new approaches to organizing work that require coordination with the head of state,” he explained.
DO NO HARM. What Lukashenko was reported on at the Mound of Glory Alexander Lukashenko on August 6, during a working trip to the Smolevichi district of the
MINSK region, got acquainted with the reconstruction of the memorial complex "Mound of Glory". First of all, he went to the foot of the mound, and then got acquainted with the reconstruction of the upper and lower platforms of the memorial complex. Chairman of the Minsk Regional Executive Committee Alexander Turchin reported to the head of state on the stages of financing construction and installation work and plans for their completion. Thus, one of the solutions being discussed is the installation of handrails along the stairs that lead to the top of the mound. On the one hand, their presence would somewhat simplify and secure the climb to the top, but on the other hand, the architecture of the monument may suffer. So this issue remains to be worked out in detail. “It’s not even about money. There’s no need to spoil the original appearance,” Alexander Lukashenko emphasized. “There’s absolutely no need for excesses here.”
In addition to landscaping work, there is an idea to expand the exhibition of equipment from the Great Patriotic War. The President was also voiced a proposal to build a museum of the history of the Armed Forces of Belarus on the territory of the memorial complex.
As Alexander Turchin noted, the Mound of Glory is mainly visited in the warm season. In his opinion, the new museum can become a new point of attraction and tourists can be attracted to the memorial complex throughout the year. Moreover, the current museum exhibition dedicated to the history of the Armed Forces no longer has enough space in the House of Officers.
“We need to think. We have enough museums. God grant that we go. We need to think,” Alexander Lukashenko did not rush to a decision.
In 2023, about 105 thousand people visited the memorial complex. “We set ourselves the goal of at least doubling the attendance of the Mound of Glory,” said the chairman of the Minsk Regional Executive Committee.
Since last year, another reconstruction has been taking place at the memorial complex. Construction and installation work was carried out on the central staircase and the place where flowers were laid, the fountain, water storage tanks, automatic irrigation, utility networks, parking, the administration building, and the outdoor lighting network were reconstructed. Multimedia screens have also been installed in the park, and the exhibition of military equipment has been expanded.
It is planned to begin reconstruction of the staircase to the top of the Mound of Glory and its restoration in the second half of 2024.
Another topic of the President’s working trip was. In the capital region, 2.1 million tons of grain are expected to be milled, including rapeseed. They also expect to receive about 600 thousand tons of corn grain. The region is even ready, if necessary, on payment terms, to lend a hand to someone in the matter of delivering grain for government orders.
Alexander Lukashenko also inquired about the progress of construction and reconstruction of livestock complexes. This work in the Minsk region is expected to be completed within three years. “God grant that in three,” the President responded.
The head of state emphasized that discipline is important in everything, and in the Minsk region there are still a sufficient number of farms that need to be brought up to a certain level. “For now, the Minsk region is striped. There are good farms - it’s nice to see,” said Alexander Lukashenko.
The liquidation of the consequences of the disaster in the Minsk region was also briefly discussed. The capital region suffered less in this regard than more southern regions. In general, order has already been established, everything is being done on time, assistance has been promptly provided to people whose roofs were damaged on their houses.
MAN'S TALK. What tasks did Lukashenko call the main ones for the Ministry of Internal Affairs of the CIS countries and what is the panacea for color revolutions? On August 8, Alexander Lukashenko met with participants in the meeting of the Council of Ministers of Internal Affairs of the CIS. The first such meeting in the format of the Council of Heads of the Ministry of Internal Affairs took place in February 1992 in Minsk. And this time Belarus is hosting the fiftieth anniversary meeting of the council. “Such a long history of the representative forum of the heads of the Ministry of Internal Affairs shows the exceptional importance of consolidating the efforts of law enforcement officers to ensure security, protect the constitutional rights and interests of citizens of all countries of the Commonwealth,” the President said.
About the inadmissibility of seeking short-term benefits, Alexander Lukashenko noted at the very beginning of the meeting that when communicating with the heads of the CIS or CSTO security agencies, he always conducts an honest, frank and principled conversation. It was the same this time - the President immediately said the main thing: “When preparing for our meeting, I thought about the main thing. And I want to say about it. We, men, can talk about it openly. Recently, such a situation has arisen, including in connection with the holding of the SVO in
Ukraine, that many - both leaders and security officials, which absolutely should not be the case - began to look for some benefit for themselves in this."
"You know, guys, based on my experience, I will say that life is so turbulent now and very changeable . Many are looking for benefits, including moving away from our common development trend created in Soviet times. Some (think - BELTA): “We will stay away from Russia, it is under sanctions. We are somehow afraid of falling under them and so on... We are looking for our own benefit.” Don’t do this,” the head of state urged. Alexander Lukashenko once again emphasized that life is very changeable, and no one knows how the situation will turn out. “Who knows what will happen tomorrow with us, with our states, and whether we will have to the same Russia to ask for help. And recent events suggest that no one needs us. Neither
Russia , nor you and me, and so on. We need to stick together," the President said.
"The situation may develop in such a way that any of us - the state - cannot do without this unity. And if we don’t understand this today, we will be dealt with separately. But if Russia collapses, we will all be drawn into this funnel,” the Belarusian leader emphasized. Alexander Lukashenko spoke
about the unreliability of the “world hegemon” about the importance of maintaining and developing the established level of interaction between law enforcement agencies, citing as an example specific processes in world geopolitics.
“ It seems that the
US policy in the world has been structured over the past four years under the current President (Joe Biden - BELTA note). It is determined: these are friends, these are enemies, this one is a son of a bitch, but ours, this one is a stranger. The power will change - it will be like in Afghanistan. It will definitely be. This is not the first time. In order to change power, they must definitely start some kind of war. God forbid they use the conflict situation in the Middle East to start a new world war. They are ready to do this too,” said the head of state.
“God forbid, I am not agitating you against the United States or any of your traditional allies. You should be friends with everyone and build relationships with everyone who wants it. But don’t lose what we have created in recent years (we are talking about trusting cooperation. - BELTA note). This largely depends on us - the security forces. It depends a lot. I thought about this when going to this meeting,” added Alexander Lukashenko.
On further integration of law enforcement agencies “Our equal partnership that we have created, supported by a good contractual base, time-tested, is formed on the principles of openness, trust and mutual assistance. None of you will rise up and say that the Minister of Internal Affairs of Russia, for example (huge Russia, a world power), put pressure on someone. Not really. Most likely -
support, provided in all areas, from information to the power component. Full support as possible. Again, this speaks in favor of our cooperation with you,” the head of state noted at the meeting.
He emphasized that over the years of joint work, the parties have been convinced more than once: only together can we most effectively counter global, cross-border, as well as internal threats.
“Because that there are friends and associates nearby who will always lend a shoulder. From Belarus you will get only this. We will always, as far as possible and impossible, support and cooperate with all of you. If there is a desire, we can seriously help each other in very difficult situations,” Alexander Lukashenko assured. - The Ministries of Internal Affairs of the CIS countries are, in fact, a shield for respectable citizens and a sword for the criminal world. But only if we are together. Based on this, Belarus has always been and continues to be a consistent supporter of integration within the Commonwealth of Independent States, in this case, the further integration of law enforcement agencies."
About the main thing for law enforcement officers of the CIS countries, the Head of State noted that the tasks facing law enforcement agencies are serious. Alexander Lukashenko outlined some of them in his opening speech.
The first task is to ensure lawfulness, peace, order and stability in the states.
“We see very well how today they are trying to quarrel and split our countries from within. We are under the pressure of absolutely illegal unilateral economic sanctions. A permanent hybrid war is being waged against our peoples. And each of the CIS countries has already experienced at least one color revolution, which in essence is an attempt at a coup d’etat,” said Alexander Lukashenko.
He is confident that opponents have not left the sore spots in the Commonwealth countries alone and will constantly play on this . "Look here. “I have already warned before,” the head of state warned.
The president said that Belarus was no exception, where in 2020 they attempted a rebellion and wanted to “overturn the country by storm.” “Like the fascists, they were counting on a blitzkrieg. We acted according to well-known guidelines. We then prevented the collapse of the country and the outbreak of a civil war in it. And we took a number of radical steps to change the situation in Belarus,” noted the Belarusian leader.
The second most important task is countering terrorism. We are talking about both internal and external terrorism, which is gaining momentum especially in connection with the activities of the West (primarily the
usa) in Ukraine .
“The fight against terrorism is the most important task for us. I always tell my minister: we won’t do anything without the police,” Alexander Lukashenko emphasized. The President noted that everyone in the Ministry of Internal Affairs - from the district police officer to the minister - has complete information about the operational situation in the country, therefore a lot depends on their work and competent actions in any country.
“The main thing is to receive proactive information. If it comes from you, then we begin to act,” the President explained.
Alexander Lukashenko emphasized that international terrorism uses the latest technologies and media resources to promote its activities. “An effective fight against this evil requires an integrated approach, including political, social, economic measures, the development of international cooperation, and the exchange of information. Only together we can resist this,” the President said.
The third task is the fight against cybercrime. It is one of the key and very difficult tasks for law enforcement officers in the CIS countries and is relevant for all countries. After all, after the start of the SVO, fraud centers became more active, including call centers operating on the territory of Ukraine, the President stated. “From there they attack us and you,” he noted.
There has also been an increase in the number of attempts to destabilize the work of government agencies through deliberately false reports about mining of key government facilities. There are more cases of fraud against ordinary citizens.
“Especially this year, somehow we are trying to reverse (and from the facts I see that it is working out) the situation with cybercrimes,” the President said. “But Belarus is not a liberal, but a disciplined country, where people still hear when they are advised: don’t interfere . Especially old people. Don’t get involved in these games with all sorts of scammers on phones, iPhones, and so on.”
There are also similar problems in other CIS countries. Therefore, the President believes, the experience of fighting such an evil will be of interest to everyone.
On the celebration of the 80th anniversary of the Victory and general history On the agenda of the meeting of the CIS CMIA, one of the important topics was the celebration of the 80th anniversary of the Victory in the Great Patriotic War. “Victory Day is the most memorable and solemn date in our common history,” Alexander Lukashenko emphasized. “It symbolizes the unity and courage of the Soviet peoples in the face of fascism, the most terrible threat to all humanity.”
There are no differences regarding this statement in the CIS countries, the President noted. “All the peoples of the Soviet Union fought and died in thousands at the fronts. Moreover, the peoples of Central Asia sheltered thousands and millions of citizens of those territories that were occupied by the Nazis in the early years,” the Belarusian leader said.
At a meeting of the forum of heads of the Ministry of Internal Affairs in Minsk, a corresponding statement should be adopted on the anniversary date. It, the President emphasized, will become not only a tribute to the memory of tens of millions of military personnel and civilian Soviet citizens who died so that the current generations could live. “This will be an appeal to subsequent generations with a call to sacredly preserve the historical memory and, most importantly, the truth about the terrible war. Never forget that we are the descendants of the Victors, and this is our great asset,” said Alexander Lukashenko.
On the importance of unity , the President noted that while there is unity on such an important topic as the celebration of the 80th anniversary of the Victory, there are disagreements in the Commonwealth countries on other issues. Therefore, Alexander Lukashenko called on all parties, including law enforcement officers, to maintain unity in order to ensure security and stability in the region.
“Let’s act seriously on the main directions of work of the ministries of internal affairs. They are clearly crystallized by life, they are defined, and that’s where we need to make decisions. If we have made a decision, let’s all act in this direction together,” he said.
“God forbid that something serious happens in our countries, in your independent states, when it would be necessary to resort to action on the full scale of security forces. But we are not immune from this. We will be together - no color revolutions or other rebellions for us are not scary,” the President said.
The head of state thanked the meeting participants for their readiness to cooperate and for their desire to further intensify joint efforts to ensure security and law enforcement. “You should know: we are always ready to come to your aid and act adequately. Just let’s not quarrel over trifles. This always leaves an abnormal imprint on our work,” said Alexander Lukashenko.
“We only want us to be together. We want to be together with you. Otherwise, we will be torn apart, separated, and the powers that be (you know who they are) will take us lukewarm, without spending any effort on this. Therefore let's be together," the head of state concluded.
NEW STEPS FORWARD. Why there won’t be a country without rural development, and what reforms were discussed in the President’s small homeland Alexander Lukashenko worked in the Shklov district of the Mogilev region on August 9-10. These days included two large meetings with a total duration of about 6 hours, and also with local residents.
However, both the composition of the participants in the events and their topics went far beyond the Shklov region. The first meeting was devoted to the issues of effective development of agricultural production in two neighboring regions - Shklovsky and Orsha, which are the main regions for the Mogilev and Vitebsk regions. Both are more than well known to the President - this is the small homeland of Alexander Lukashenko.
The Shklov and Orsha districts have a good base, the lands here are some of the best in the country and should give appropriate results, the President notes. Using the example of these two districts, we can determine the next steps for the modernization and development of agricultural production and the countryside as a whole.
“It was a historical meeting, one might say. Because we started reforming the village from here - from the Shklovsky district. And this is not because this is my homeland or you are my fellow countrymen. But because I knew every piece of land here, every field And it was difficult to get around me in something, to deceive me or to keep me back,” said Alexander Lukashenko in a conversation with residents of the area.
Now the time has come for agriculture to take new steps forward: “We definitely need to do this. By resting on our laurels, we can miss some points.
Agriculture has become a good driver of growth for us.” Moreover, global demand for
food is growing, especially in regions with population growth such as Africa and Asia.
“So we decided to take one more step. And again from the Shklovsky district - how we will move forward in agriculture, how we will feed and clothe our people. This is the main topic that we talked about. About working with personnel, building housing, and so on further, we came to certain decisions - how the Shklov district will develop and, using its example, how other districts should develop,” the head of state shared. If the first meeting was held in Shklov, then on the second day a narrower circle gathered in the agricultural town of Gorodishche on the territory of the Kupalovskoye agricultural holding. They discussed the details of the option proposed to Alexander Lukashenko for creating an even larger association with the participation of Kupalovsky, which will come under the wing of the Presidential Administration, and three more organizations subordinate to the district administration - OJSC Aleksandriyskoye, CJSC ASB-Agro Gorodets and OJSC Shklovsky Creamery factory".
This issue was raised the day before, but with a final decision, calling on the interested parties to think again and weigh the pros and cons. In the end, but there is a lot of
work ahead. After all, the result of everything should be finances and efficient work, and this requires discipline, technology, and sometimes just basic putting things in order. That is, the unification of farms and the creation of integration structures in the agro-industrial complex should not be an end in itself.
“Be careful when merging or separating farms. We need to consult locally. We need to take into account the experience of the past and the future,” the Belarusian leader advises.
The second important aspect is that consolidation should take place on the basis of strong farms with clear and understandable specialization.
Third, transformations should be implemented with strict adherence to all technologies, a raw material base worked out to the smallest detail and the strictest discipline.
Alexander Lukashenko emphasized that not only the chairmen of district executive committees and governors will be responsible for the result. “Each event, organization, field, farm and other objects of the program must be assigned specific officials of executive committees, ministries, government, the Presidential Administration, the Department of Affairs and the Academy of Sciences,” the head of state said.
On the role of the village in the life of the country “The topic of today is order and further reform of agriculture,” Alexander Lukashenko set the tone for the event upon his arrival in Shklov. “There will be no country without the development of the village. Neither ours, nor Russia, nor Ukraine. We are Slavs, people are collective in their spirit and mentality. Therefore, the village is the basis."
Alexander Lukashenko reinforced this thesis by the fact that agriculture makes a significant contribution to the formation of GDP and plays on the image of the country. One person employed in agriculture provides employment for 7-10 people in the city. "There are many reasons that push us to develop agricultural production. It is important that we know how to do this. We have created a good school, we have a base. We have not destroyed the foundation that was created in Soviet times for the development of agricultural production, which, among other things, pulls behind it a large piece of industry - half of our industry, this is a great thing,” the Belarusian leader said.
A separate order from the head of state concerned dairy complexes: in three years, all of them (both those being built and those being modernized) should be brand new. “Complexes, complexes and once again complexes. We must forget about these farms. Three years is the deadline,” the head of state instructed. “There are not so many people (workers. - BELTA’s note). They want to live in normal housing and work in modern complexes. We took this program. It must be implemented."
And Alexander also has a new serious conversation on the flax industry. It is expected that all problematic issues, from the cultivation of flax to the production of finished products and their sale, will be discussed in the fall in Orsha.
About district level presidentsSix hours of two meetings covered a lot of topics. There was a detailed analysis of shortcomings, setting tasks, and consideration of global and specific issues. But all this cannot be realized without personnel and competent leaders who have very specific powers that are understandable to everyone.
That is why Alexander Lukashenko first of all raised the issue of the status of the heads of district executive committees. It is no secret that district chiefs can often de facto be limited in their actions when it comes to enterprises and organizations of various departmental subordination. For example, the police, prosecutors and other security officials have superiors in Minsk, some of the agricultural enterprises in the same Shklov region belong to the Presidential Administration, certain industrial organizations may be subordinate to line ministries. And so on and so forth. So it turns out that the chairman of the district executive committee can only influence certain processes indirectly, but seems to be responsible for the overall result. This situation does not bother the President. “I think there are questions for us. For me,” he said. The head of state stated that the country actually does not have a legal act on the chairmen of district executive committees or regional executive committees, which would clearly set out the relevant issues for everyone. “And this is necessary for people to open the book and read: these are my (the chairman of the executive committee - BELTA’s note) powers and functions,” the President noted.
“Here on the territory of the district, the chairman of the district executive committee is the president. I said this a long time ago,” the head of state noted. “It is very important for the chairman of the district executive committee that he be the president in this territory. And
the police , and the prosecutor, and the banks, and others should not obey him (they have the corresponding powers), so that they walk in one track, where in front is the representative of the President, who is also the chairman of the district executive committee."
The head of the district must be able to use all structures to territory of his region. “If anything, contact the governor, who will provide him with support in other areas,” added Alexander Lukashenko, according to the President, it is necessary, at the legislative level, to regulate the relationship of local
authorities with the management of industrial enterprises of republican ownership, which are located on the territory. The responsibility of district
leaders is planned to include all work with personnel and, as the President put it, with human rights, but not as they are imposed in the West, but in the normal sense, including in terms of ensuring human rights to decent work and. wages.
“Personnel issues, others, and as regards human rights (this is how I generalize) - work, wages, etc. - this should be dealt with by the chairman of the district executive committee. He must manage all processes,” explained Alexander Lukashenko.
In this regard, the President more than once appealed to the person of the new chairman of the Shklovsky district, Sergei Bartosh, who recently served as Minister of Agriculture and Food. The head of state noted that in the region he is already characterized as a strong leader under whom the “fool” will not work. “He will not give you a quiet life here, because there is experience and knowledge - from the leader to the minister,” Alexander Lukashenko noted.
“You are an earthly person. I really look forward to seeing results from you here. ", Alexander Lukashenko said to the head of the district.
In addition, the President reminded everyone of the need to fulfill his instructions “one district - one project”. This, according to him, will become a kind of test for the chairmen of district executive committees. In the near future, the country will be audited the situation in this regard and will be assessed by local personnel. Another demand of the head of state concerns the restoration of regional agricultural services.
On the condition of the allocation of public funds . All heads of agricultural enterprises of the Orsha and Shklov districts were invited to participate in the meeting. conditions for the allocation of funding for certain events and projects. A considerable amount
of support has been provided to the village, including district enterprises, over the past years, and there is no extra money. Therefore, now the main criterion is efficiency.
“We have already exhausted what was on the surface. bringing in $8 billion in exports (agro-industrial products for the country as a whole. - BELTA note). That's a lot of
money, no other industry provides so much. All this has been exhausted, we now need to work on technology. And technological and performance discipline is the main thing. If this doesn’t happen, there’s no point in doing anything or investing money. Therefore, before asking for money, contact banks, the
Government , especially me, show that the invested
ruble will yield 10 rubles in revenue,” Alexander Lukashenko directed.
For example, the head of state was interested in the state of affairs at the Orsha
MEAT processing plant, the modernization of which had previously considerable finances were allocated. Alexander Lukashenko was assured that, in general, order had been restored at the enterprise, the old slaughterhouse had been demolished, and new capacities were being created in its place.
The enterprise has a line for the production of baby food. Alexander Lukashenko paid special attention to this, because these products
are in great demand in a number of countries with which Belarus cooperates. For example, in Zimbabwe, capacity utilization for baby food is now 65%. By the end of the year, it is planned to increase the number of contracts with partners in Russia and Africa to 95%.
Another interesting and potentially promising project is the production of food for cats and dogs. The project is currently undergoing examination by the Development Bank. At the meeting they discussed its cost and a number of other production issues, and discussed the vision for further sales of the product. “This all needs to be calculated very quickly,” the President emphasized.
He emphasized that it is important to produce high-quality and competitively priced feed, then it will be in demand not only in the domestic market, but also abroad. “You sit down and decide together with the government. But decide within a week. Make a decision: no - no; yes - yes,” the Belarusian leader instructed.
Regarding the requirement not to save on workers' salaries, Alexander Lukashenko directed managers to look for ways to reduce production costs, but not at the expense of saving on workers' wages.
“Guys, don’t skimp on your salary. I’m not saying it’s worth paying. But don’t skimp on it. If a person needs to be paid, pay. Work like in a private company. Although I don’t think there’s anything holding you back. As a
DIRECTOR, I didn’t have these problems,” the Belarusian leader.
He called for looking for options to reduce costs and suggested saving on moving harvesting equipment from the field to the machine yard. “You clean a field - 20 km from the machine yard. Once you clear it, that’s a month’s salary for 10 people. Think, work on the cost. But don’t save on wages,” the head of state gave advice.
About misdeeds for which there will be no forgivenessAddressing the meeting participants and, in principle, leaders at all levels, the President warned them against any manifestations of corruption.
“Guys, I will support you, treat you, feed you, do whatever you want. The only thing is that I won’t be able to help you if you engage in unseemly things. Corruption is out of the question. There will be no forgiveness. This is beyond me. This is impossible,” the Belarusian warned leader.
“You will never do anything secretly anywhere. Finally, listen to me. Don’t do this. There will be a result - we will always find a penny to help you. But don’t get involved in this. I’m just asking and warning you. The destruction of the economy plus the rust of corruption is war “It’s a terrible thing,” the President warned. “War begins with the economy.”
About “repressions,” discipline and the Soviet experience of working with personnel, Alexander Lukashenko emphasized that he demands performance discipline from managers and will continue to apply appropriate pressure. “I always warn you. I even use such a bad word as “repression” (I’m speaking figuratively). Therefore, let’s discipline from bottom to top, come together. Tension is created at the top, and it must be transferred to your subordinates. So that everyone moves.”
In agricultural enterprises, questions arise with filling vacancies for farm managers, and here Alexander Lukashenko calls, among other things, to look at bureaucratic offices, where sometimes there are “too many specialists.” “But we are missing one or two leaders in our region. The first place to find them is. This applies to everyone,” he noted.
At the same time, the President directs work to secure local specialists. And we are talking not only about the obligations associated with placement after universities, but also about certain incentives for young specialists. “If there is a problem with specialists, well, we need to dance around them,” said Alexander Lukashenko.
The third thing the head of state focuses on is maintaining discipline both in general and the technological component in particular. “The heads of the farms held a planning meeting, set the task. If someone didn’t complete it... We know such leaders. Each farm has two or three people,” the President said. “There shouldn’t be this laxity: “So I quit and went.” Previously the party held back in this regard. If you are expelled from the party, you will be kicked out of work, and you will ruin your whole life.”
“If there are good specialists, personnel, then there will be a result. And for this there must be executive discipline. And as a nuance - technological. It’s supposed to sow at this time. So much fertilizer is supposed to be applied,” the head of state emphasized once again.
In the personnel matter, Alexander Lukashenko noted the presence of contractual obligations: “A civilized contract has arrived. On the one hand, there are the duties of the chairman of the district executive committee on behalf of the state. On the other, the duties of the head,” he said. “The personnel register is with the President, the personnel register with the governor - where, whom he approves, appoints, and so on. And this laxity (shouldn’t exist. - BELTA’s note).”
“Everything I say is Soviet experience. And we must take the best from there - both in working with personnel, and so on,” added the Belarusian leader. During the meeting, Alexander Lukashenko also shared plans for the construction of rental housing in Belarus
about the emphasis on rental housing . It will be built where it is needed.
“You need some kind of house in the area - you just have to prove that it will be inhabited,” the President said.
He noted that in this regard, he does not want to repeat the experience when five so-called presidential houses were built in each farm under the program. But some of them ended up being uninhabited. “Now it will be different. We will build for enterprises. Let’s say we are building a plant in Minsk at MAZ - we produce buses, there is great demand. For this production, as in Soviet times, we will give you housing. Rented,” explained the Belarusian leader.
Alexander Lukashenko clarified that such rental housing should come with certain obligations, including from the heads of farms and enterprises. That is, such houses will not be built free of charge for organizations. “The manager must buy it (as the property of the organization. - BELTA’s note). If you can’t, well, let’s see - deferments, installments and for what money. We need to find (an acceptable option. - BELTA’s note) so that the head of the enterprise understands that this is not just a gift from heaven,” the head of state added.
READINESS #1. How Belarus responded to the provocation of Ukrainian drones The hot topic of the end of the week was the incident with the violation of the country’s air border by a group of attack drones launched from the territory of Ukraine. The Belarusian and Russian air defense forces worked harmoniously - all targets were shot down, and no damage was caused - but the sediment, as they say, remained. Alexander’s situation during a working trip to the Shklovsky district.
"Yesterday (August 9 - BELTA's note) at 6:10 pm the forces of the Air Force and troops. We call readiness No. 1. Duty air defense forces. The fact is that (we suspect that this is not the first time) Armed Ukrainian forces violated all sorts of rules of conduct and violated the airspace of the Republic of Belarus. In the eastern direction, very close to us in the Kostyukovichi region,” the President said. “Therefore, the air defense forces were put on full alert to intercept targets. airplanes, helicopter. And also the MLRS assets were put on high alert."
"At 19:04, at an altitude of one and a half kilometers and a range of 6.5 kilometers, the air defense forces destroyed several targets over the territory of Belarus. At night and this morning, a search is underway for what was destroyed. We suspect that these are attack drones. Violating the air space of Belarus, flew from Ukraine. We destroyed the targets over the territory of Belarus. The rest were transferred (we have a common air defense with Russia) to the Russian Federation. And according to the information of the Russian General Staff and the commander of this direction of Russian air defense, these targets were hit near Yaroslavl
. direction - Smolensk. But then they changed the flight path - those that remained over Russia and headed to the Yaroslavl area, but were intercepted by Russian air defense systems and destroyed,” the Belarusian leader said.
Alexander Lukashenko said that the Ministry of Defense and the General Staff of the Armed Forces of Belarus were given instructions to take appropriate measures in order to reliably ensure the security of the state. “I don’t understand why Ukraine needs this. We need to figure it out. But we, as I said, clearly defined it with them and brought this information to them that any provocations will not go unanswered,” he said.
“The unpleasant thing is that the Ukrainians, as I have warned you many times, are thereby showing that they are not ready for any kind of peace and continue to escalate this tension. Two days ago there was an attack in the Kursk direction, where they advanced several tens of kilometers. They are digging in. Well, this is a provocation with the aim of striking the Russian Federation,” the Belarusian leader stated. “I would not like to deal with these issues in this way today. But I think that this provocation will be discussed in the media for a long time. but so that there would be no more insinuations of various kinds, I informed about what happened.”
“This once again shows, guys, that we need to work tirelessly here on earth and produce appropriate results in order to avoid what is happening today in Ukraine,” summed up Alexander Lukashenko.
THERE IS WHERE TO LEARN. Which “palace” did Lukashenko inspect in the Orsha region Alexander in the east of the country. The head of state arrived at the Yubileiny agricultural complex in the Orsha district of the Vitebsk region.
The President studied how things are going in the economy, what development prospects are, as well as how the instructions given during previous visits have been carried out. We talked about the structure of the agricultural complex, how the social sphere and housing construction are developing. The central estate of "Yubileiny" is the agricultural town of Babinich, where all conditions for life are created, including a good school, kindergarten, and sports facilities.
“Agro-towns were created for this purpose,” noted Alexander Lukashenko. He emphasized that it is important, where there is a need, to repair roads to agricultural towns so that there is normal logistics.
“If there is gas, all the amenities, gorgeous nature - why not go (to work on the farm - BELTA note)?” - noted the head of state.
“Gorgeous nature. Plus a kindergarten, a good school, sports facilities have been renovated,” confirmed
the director of the Yubileiny agricultural complex, Alexander Firsin.
This is not the first time the head of state has come to this event. Thus, Alexander Lukashenko got acquainted with the work of the Kupalinka dairy complex and visited the machine yard. Then they discussed a number of practical issues, including the construction of a site covering, the search for an optimal solution for heating workshops in winter, so that it would be not only effective, but also inexpensive. And in July last year, at the robotic "Pavlinka" they talked about the construction of technological complexes.
About the “palace” at the engine yard This time, Alexander Lukashenko first of all came to the central engine yard. The issue of safety and proper maintenance of equipment is one of the primary issues in the agricultural industry.
As the director of the Yubileiny agricultural complex, Alexander Firsin, reported to the President, gasification of the engine yard was carried out, infrared emitters were installed, and showers were made. That is, comfortable conditions have been created for people to work and equipment to be repaired.
“Listen, this is a palace,” the President assessed the results. A similar approach was used when restoring order in another, smaller machine yard on the farm. The issue was approached not only from the point of view of efficiency, but also of reasonable savings.
Alexander Lukashenko emphasized that this experience should be used in other farms. “He has the main machine yard and two more small ones in the former farms. He didn’t destroy them, fenced them off, put them in order. Some equipment can be stored there. And some minor, minor, ongoing repairs. And the main activities with he carries out equipment here (at the central machine yard. - BELTA note), - the Belarusian leader concluded. - It is necessary to approach it wisely, this is how he gradually created his farm, adding something. ", the most important thing is that there is a place to study. Therefore, I took my directors, brought them here and taught them how to do it. And we need to help mainly - the machine yard, the grain flow, the complexes. Without this, there will be no point."
About high yields and technological fearlessness at the agricultural complex Alexander Lukashenko, the results and prospects of the farm.
“Today we are harvesting wheat. Unfortunately, the weather is a little annoying,” the director of the agricultural complex, Alexander Firsin, began a report on this topic. “The weather is perfect,” the head of state objected straight away.
“We are not complaining. We have harvested 55% (of the area - BELTA's note). 58.6 c/ha is the average yield. Wheat today yields 72-75 c/ha. We harvested winter barley - 48 c/ha. Spring barley also produces about 48-50 c/ha. Triticale is about 60. I think we will receive about 38 thousand tons of grain this year,” the director said.
Alexander Lukashenko asked whether this is enough for the number of livestock in livestock farming. “I’m already thinking about how to sell,” answered Alexander Firsin.
The director said that the
farm’s cattle population is 5 thousand, and
MILK yield is increasing: “I think this year we will reach 10 thousand kg per cow. We will sell about 40 thousand tons of milk per year.”
The feed situation on the farm this year is also excellent. “We would have started harvesting grain faster. But we had to remove the sown grass. They just arrived,” said Alexander Firsin. They try to prepare all the feed for storage using technology, but it happens that the excess is stored in mounds.
“It’s better to build trenches after all,” Alexander Lukashenko advised.
“The trenches are being built. This year, to be honest, I didn’t count on such grass. Alfalfa is already the third cut. I thinkand there will be a fourth,” explained Alexander Firsin.
Returning to the topic of livestock farming, we discussed the development of modern dairy complexes, reproduction of livestock - what to build premises from, how to solve some technological and other issues. “The building is made of gold,” notes Alexander Lukashenko, emphasizing that the main thing is efficiency and the final financial result.
Alexander Lukashenko asked in general whether Yubileiny is not afraid to maintain large complexes with a large number of heads. We are talking primarily about sanitary conditions and the risk of spreading diseases, which can inevitably lead to death.
But Alexander Firsin assured that everything is strict in this matter: “Everything is blocked off. There is a strict sanitary checkpoint. Today our clothes are washed three times. We have our own laundry.” That is, the secret, as the President says, is in technology and discipline.
On mentoring , the President considers it necessary to take a more thorough approach to working with the heads of agricultural enterprises in terms of improving their skills and disseminating best practices. “I noticed this yesterday at Kupalovskoye (agricultural holding Kupalovskoye in the Shklovsky district. - BELTA note). We sometimes change managers unnecessarily without working with them. I see, they are normal guys. They reason correctly, understand. But it is felt that They don’t receive the same attention as they did before. Previously, they also didn’t talk for a long time, but somehow they treated them like human beings,” the head of state noted.
“Why not study at Yubileiny, Ustye (agricultural enterprise in the Orsha region, specializing in the cultivation of flax - BELTA) on some issues - on flax? Why not study? But the manager himself should strive to this," added Alexander Lukashenko.
Such experience can be adopted even in detail. For example, during a visit to the farm, Alexander Lukashenko drew attention to the involvement of former household plots in agricultural turnover, which previously served as additional peasant plots, but are now not in demand by people.
“Make sure that you don’t have unplowed former garden plots where people used to live. So that everything is plowed,” the head of state emphasized.
Alexander Firsin said that in this regard, work is being done to the maximum. Issues are resolved in cooperation with village councils. If someone is cultivating a plot of land, but there are already empty lands around it, then they suggest moving the plot to a more convenient place, providing everything necessary for its development. “There is one vegetable garden. It’s not clear what to do around here. We give a person a tractor for free, we drive, we plow. And we can even give manure for free. And we moved it. And so we are going as far as we can today,” said the head of the farm.
“This is correct,” the President responded.
About patronage assistance
Alexander Lukashenko also recalled the practice of patronage of agricultural enterprises. This topic was also discussed on Friday, August 9, at a meeting in Shklov, where issues of effective development of agricultural production in the gross-generating Shklov and Orsha regions were discussed.
“We talked about patronage. It seems to me that our plant in Bolbasovo is underutilized (Orsha Aircraft Repair Plant - BELTA’s note). Still, there are enough people there. We need to secure this plant as a boss.”
The conversation about patronage in particular centered around the work of two farms in the Orsha region - “Zubrevichi-Agro” and “Mezhevo-Agro”. “This is a good piece. God grant that he pulls them out,” the President said.
Alexander Lukashenko emphasized that this does not necessarily mean the allocation of any financial resources: “They won’t give him money, well, no need to. But any equipment can be repaired at that base. And they will help to repair it. It’s a big deal to restore and repair equipment ".
In this regard, the President noted, it is necessary to adopt the experience of Yubileiny - how work in the machine yards is organized there from the point of view of the process and establishing order.
"The boss must be strong. It's appropriate - Bolbasovo. Zubrevichi is not far away. There is something to work on. The plant will help with people. For cleaning - with machine operators. Surely there are guys there. At least 2-3 people. After all, this is the working class Well, it will be a burden for the plant. It’s easier for me to support a plant somewhere. And the plant will get involved in this. So that you firmly instruct that you need to help as a boss,” the President said, addressing the chairman of the Orsha regional executive committee, Igor Moroz.
The head of state instructed to once again study this issue in the region: “This is your business (chairman of the district executive committee - BELTA note). Look. The factories need to be loaded more. It will be easier for you to work with these enterprises. Even if they are poor - this is instrumental - but there are people there." Alexander Lukashenko is sure that it is possible to find smart people, machine operators, so that they can periodically help with cleaning or something else.
