“We believe this will be resolved through a diplomatic process, a diplomatic solution,” she said.
At the same time, Psaki noted that the United States does not see Russia's openness to being involved in the discussion. "Russia must be willing to participate in the diplomatic process," the White House spokeswoman said.

Earlier on May 10, the country's HEAD of national intelligence, Avril Haynes, said that the United States did not see prospects for successful negotiations to resolve the situation in Ukraine in the near future. According to her, Moscow and Kyiv believe that they can continue to achieve military success. She also suggested that there could be "a move towards more unpredictability and potential escalation" in Ukraine within a few months.
Russia launched a military operation in Ukraine on February 24. The actions of the Russian authorities were condemned by the UN General Assembly, demanding a ceasefire and the withdrawal of troops. US President Joe Biden called Russia's actions in Ukraine a genocide. The Kremlin did not agree with him and considered his words unacceptable.
Moscow and Kyiv began the negotiation process already on February 28, but until March 29, the delegations failed to work out specific requirements. The result appeared at the last face-to-face talks in Istanbul. Then Ukraine proposed a new scheme of security guarantees, which would have to provide countries from among the permanent members of the UN Security Council in exchange for the neutral status of Ukraine. Russia has promised to reduce military activity in the Chernihiv and Kiev directions.

In mid-March, Russian Foreign Minister Sergei Lavrov said that the United States was "holding the hand" of the Ukrainian delegation and preventing it from agreeing to Russia's demands.
