Glanders resurgence: new veterinary regulations to come into effect from September 2025

New veterinary regulations approved by the Russian Ministry of Agriculture regarding the prevention, diagnosis and elimination of glanders cases will come into force on September 1, 2025. The new measures will include a ban on purchasing animals from farms where cases of the disease have been registered, as well as a 30-day isolation of newly arrived individuals to test for infection. Testing will begin with one-and-a-half-year-old animals, with annual testing in regions with a favorable situation for glanders and every six months in those where the risk is higher.

Owners of susceptible animals will be required to notify veterinary services about mass diseases or strange behavior of their animals. The number of grounds for suspecting glanders has also been expanded. The new regulations specify the actions of owners until receiving diagnostic results, as well as quarantine rules. The law will come into force until September 2031, and administrative measures are provided for violations of veterinary standards.

Glanders can be dangerous to animal and human HEALTH, and its spread is linked to the illegal movement of animals around the world. In recent years, the disease has resurfaced, beginning in the Middle East and spreading to other regions, including Europe.
