In 2021, the Bank of RUSSIA identified 23 organizations in the Perm Territory with signs of illegal financial activity. Of these, 22 were black creditors. Another organization showed signs of a financial pyramid. Compared to 2020, the number of illegal participants in the financial market in the region has doubled. This was reported by the press service of the Perm branch of the Urals GU of the Bank of Russia.
Most of the identified black creditors, according to the Central Bank, illegally used the name "pawnshop" or "microcredit company" in their name, since they were excluded by the Bank of Russia from state registers. However, they continued to issue loans to the population.
“The Bank of Russia does not control the activities of black creditors. Clients of such companies may face an illegal unilateral change in the terms of the contract, an increase in the loan rate, the loss of their property, illegal pressure and debt collection from the same black collectors,” said Aleksey Monochkov, manager of the Bank of Russia branch in the Perm Territory.
