The official announcement, published on the court’s website, names the suspects in the violation of veterinary rules, which, through negligence, resulted in the spread of epizootics or other serious consequences: Asadov Amil Elmurad ogly and Rustamov Rovshan Gardashkhan ogly.

The first outbreaks of anthrax were detected in the Voronezh Region at the end of August 2023 in the Krasnye Kholmy farmstead in the Paninsky District, where quarantine was in effect until November 16, 2023. Soon, an infected object was identified at the agricultural market at the 1000 Melochey shopping center in the regional center: restrictive measures were in effect until early September. A state of emergency was declared in the region.

In September, two more outbreaks of zoonosis were registered: in the village of Lebedinka in the Bogucharsky district and on a pasture 650 meters from the infected farm. Eleven people, including one minor, suffered from the life-threatening disease. They have all been discharged from the hospital.

Criminal cases were opened on the fact of infection of people under two articles: paragraph "a" of Part 2 of Article 238 of the Criminal Code of the Russian Federation (production for the purpose of sale and sale by a group of persons by prior agreement of products that do not meet the requirements of safety of life and health of consumers) and Part 1 of Article 293 of the Criminal Code of the Russian Federation (negligence).
