
“But businesses should not relax. The Animal By-Products Act did not establish a transitional period. Therefore, there is nothing wrong with the fact that for some time there will be no fines. In the same period, you need to correct mistakes, consult with the ROSSELKHOZNADZOR, if necessary, bring your documentation in line with the requirements,” commented Maxim Sinelnikov, deputy HEAD of the National MEAT Association, member of the Public Council under the Rosselkhoznadzor.
The expert explained that administrative fines for violations of the requirements will be introduced after the amendments to the Code of Administrative Offenses come into force.
Thus, the bill for non-compliance with the requirements for handling livestock by-products proposes to establish the following fines:
- for officials - from 30 to 40 thousand rubles;
- for persons engaged in entrepreneurial activities without forming a legal entity - from 50 to 60 thousand rubles or an administrative suspension of activities for up to 90 days;
- for legal entities - from 250 to 350 thousand rubles or an administrative suspension of activities for up to 90 days.
In addition, the fines for repeat violations will be:
- for officials - from 40 to 50 thousand rubles;
- for entrepreneurs without forming a legal entity - from 60 to 70 thousand rubles or an administrative suspension of activities for up to 90 days;
- for legal entities - from 350 to 450 thousand rubles or an administrative suspension of activities for up to 90 days.
Recall that the law on animal by-products itself is in force
In order to recognize manure or litter as livestock by-products, the agricultural producer must send a notification to the territorial department of the Rosselkhoznadzor at the location of the production site. Applications for the current year must be submitted by May 1st. Further, it will be necessary to notify the Rosselkhoznadzor before January 1 of the coming year.
