
May 15, MINSK . As part of the measures taken to prevent the death of people on the waters, monitoring of beaches and video control is carried out. Dmitry Staselko, chairman of the Minsk city organization OSVOD, spoke about this at a meeting in the Minsk city executive committee, BelTA has learned.
Jobto ensure the safety of citizens on the waters is carried out both on the beaches and in places prohibited for swimming. In permitted swimming areas, the protection of people's lives on the waters is carried out by eight rescue stations and five rescue posts. By the summer period, the specialized services carried out maintenance of the stations and repair of rescue equipment and equipment. As Dmitry Staselko noted, the city OSVOD has acquired four new swimming facilities, diving gear and equipment. 68 seasonal rescue sailors, hired for work during the bathing season, have undergone appropriate training, have been assigned to units and have already taken up duty. "We have carried out additional monitoring of the beaches, during which we have identified places for the installation of information stands.This year, work continues on equipping beaches with video monitoring equipment, dry rooms and places for bathing children. Video monitoring with information output to the monitors of the rescue station is installed on all beaches of the Tsnyansky reservoir, on beaches No. 1, 2, 7 and 8 of the Drozdy reservoir, on beaches No. 5 and 9 of the Zaslavsky reservoir. A contract was concluded for the installation of video cameras on the beach No. 6 of Komsomolskoye Lake. As a result, all city beaches will be equipped with video surveillance, which will make it possible to quickly respond to incidents and control places of mass recreation of citizens.
In accordance with the requirements of the rules for protecting the life of people on the waters, all beaches must have places intended for bathing children. In 2022, such places are equipped on beach No. 2 of the Tsnyansky reservoir and beach No. 8 of the Drozdy reservoir. This year, children's baths have already been installed on beaches No. 1 and 2 of the Drozdy reservoir and beach No. 4 of the Krinitsa reservoir. In addition, in the pool on the beach No. 2 of the Drozdy reservoir, classes for teaching children to swim are possible. Until the end of May, such places will be equipped on the beach of the Zaslavsky reservoir.
According to Dmitry Staselko, together with the Main Department of Internal Affairs of the Minsk City Executive Committee, an algorithm for interaction with law enforcement officers in places of mass recreation of people near the water has been determined. In crowded places, observation is planned with the help of a quadrocopter. If violations are detected, a rescue boat with a police detachment will be sent to the scene.
The HEALTH Committee of the Minsk City Executive Committee approved the initiative to organize ambulance duty on the beaches of the Tsnyansky reservoir and Komsomolskoye lake from May 20 to August 27, taking into account holidays and weekends from 13.00 to 21.00.
"According to the analysis, the death of people mainly occurs in places prohibited for swimming. Information stands are placed to mark these places. Prohibited places for swimming in Minsk are controlled by the forces of six rescue posts, raids by the mobile search group of the OSVOD Minsk city organization and joint raids by the Ministry of Emergency Situations, the Ministry of Internal Affairs , Belarusian Republican Youth Union. In the most dangerous places, rescue teams on the waters of the Minsk City Department of the Ministry of Emergency Situations will be set up. We have also organized active preventive work with the population," Dmitry Staselko specified.
According to the operational data of the OSVOD, 13 Minsk residents have died in the country's water bodies, one of them is a minor. During the same period last year, 11 people died. Of the 13 Minskers who drowned this year, six people died in the capital. Another 5 residents of the capital drowned in the Minsk region, one Minsker drowned in the Gomel and Vitebsk regions. All accidents occurred in the winter-spring period at night in deserted places. The dead are men of working age from 25 to 60 years.
"Analysis of accidents on the waters over previous years shows that one of the main causes of death is a violation of safety measures on the water in the stateALCOHOL intoxication . So, in 2021, 10 out of 15 drowned people, in 2022, 7 out of 12 confirmed the state of alcoholic intoxication in the conclusion of the examination. Based on the collected data, we compiled a psychological portrait of the drowned person. This is a non-working man, 40-50 years old, who drowned while intoxicated. Only by joint efforts will we be able to prevent tragedies on the water," concluded Dmitry Staselko, chairman of the Minsk city organization OSVOD.
