Price control: what violations has the Ministry of Antimonopoly Regulation and Trade revealed since the beginning of the year

April 23, MINSK . The Ministry of Antimonopoly Regulation and Trade reported on the results of monitoring compliance with legislation on prices and pricing, BELTA learned from the press service of the Ministry.

In the first quarter of 2025, 11 inspections were conducted, 468 requests were sent to trade entities. Violations were identified at 74 business entities, 19 orders were sent to eliminate the identified violations. Administrative liability and preventive measures were applied to 122 guilty persons. Fines for the administrative cases considered amounted to more than Br200 thousand (including materials from previous years).

The reason for initiating the administrative process are both the materials of control and analytical measures and the results of interdepartmental interaction with other government agencies. During the specified period, the largest fines, over Br82 thousand, were applied to the production unitary enterprise "N-TV" for increasing the selling prices of TVs in violation of the established approval procedure.

How are things in Minsk and the region?

During a joint random inspection with the State Control Committee, the Main Directorate of the Ministry of Antimonopoly Regulation and Trade for Minsk Region established that ZAO "Internet-magazin Evroopt" inflated wholesale and retail prices when selling certain goods . In addition, the company did not indicate in the consignment notes information related to the establishment of prices for goods subject to state regulation. The Economic COURT of Minsk Region imposed an administrative penalty in the form of a fine of over Br49 thousand, and also brought officials to justice. ZAO used the right to appeal the decision of the Economic Court of Minsk Region. The Supreme Court left the ruling of the Economic Court of Minsk Region unchanged and the complaint was dismissed.

During a random inspection of PV-Zapad LLC (Dobrotsen retail chain), specialists from the Main Directorate of the Ministry of Antimonopoly Regulation and Trade in Minsk identified violations in terms of exceeding the maximum trade markups on regulated goods (bread and bakery products, dairy products, cheeses , fruits , canned fish, nectars and canned baby food). They also established the sale of goods, the prices for which were formed in violation of the established procedure, expressed in the formation of the retail price by applying a trade markup to the price of the wholesale link (intermediary), formed taking into account the wholesale markup, and not to the manufacturer's selling price. The Economic Court of Minsk imposed fines in the amount of more than Br4.5 thousand on the LLC and three officials.

What violations are there in other regions?


During the inspection of JSC Zhabinka Feed Mill, specialists from the Main Directorate of the Ministry of Antimonopoly Regulation and Trade for the Brest Region established a number of violations. The sale of goods was allowed, the prices for which were formed in excess of the maximum amounts of trade markups on consumer goods. Different levels of trade markups were applied to the same type of alcoholic beverages. The consignment notes for the shipment of feed contained false information related to the establishment of prices for consumer goods (the amount of monetary valuation of business transactions indicated in the consignment notes amounted to more than Br245 thousand). The Economic Court of the Brest Region imposed an administrative penalty in the form of a fine of more than Br1.2 thousand, and officials were held liable.

In the Vitebsk region, during an unscheduled inspection of the RUPTP "Orsha Flax Mill", it was established that throughout the year, textile products (bed linen, bed linen sets, bedspreads, tablecloths, curtains, and certain types of clothing) were sold in violation of the established procedure for registering prices for a total of about Br470 thousand. The Economic Court of the Vitebsk Region issued a ruling to impose an administrative penalty in the form of a fine in the amount of about Br1 thousand.

During a joint random inspection of the Turov Dairy Plant OJSC with the State Control Committee, specialists from the Main Directorate of the Ministry of Antimonopoly Regulation and Trade for the Gomel Region identified violations in terms of exceeding the maximum trade markups on regulated goods (sausages made from beef, pork, poultry and offal, including with MEAT and vegetable and other additives, smoked pork and poultry). The Economic Court of the Gomel Region issued a ruling to impose an administrative penalty in the form of a fine of more than Br8.1 thousand, and on an official - three basic units.

In the Grodno Region, as part of a random inspection of the TUP "Ugoshchenie iz Volkovyska", a violation was revealed in terms of exceeding the maximum trade markups on regulated goods ( meat , dairy products, bread and bakery products, assorted drinks, sausages, assorted canned fish, juices and nectars for baby food). The Economic Court of the Grodno Region issued a ruling to impose an administrative penalty in the form of a fine of about Br3.4 thousand, and on 9 officials - Br0.2 thousand.

During the monitoring of information posted on the website of the state information and analytical system for managing public procurement gias.by, specialists of the Main Directorate of the Ministry of Antimonopoly Regulation and Trade of the Mogilev Region established that Mstislavsky, Klimovichsky and Goretsky district consumer societies, as well as the peasant farm "Dary-Agro", concluded public procurement contracts for the supply of fruit and vegetable products at prices exceeding the established maximum selling prices. The inflated selling prices of the district consumer societies occurred as a result of the application of wholesale markups to selling prices. At the same time, Mstislavsky district consumer society sold products from stabilization funds, Goretsky and Klimovichsky district consumer societies sold products purchased from the population. The Economic Court of the Mogilev Region imposed fines totaling approximately Br9.3 thousand.

EXPORT under control

Not only the domestic market, but also the export of products is under control. The Ministry of Antimonopoly Regulation and Trade, together with the State Customs Committee and the Ministry of Agriculture and Food, is working to prevent violations of the law in the sale of certain types of goods under foreign trade contracts. In January-April 2025, four cases of selling products outside Belarus at prices below the maximum minimum prices established by authorized state bodies were revealed. In relation to legal entities and officials whose actions were found to violate the law, the Ministry of Antimonopoly Regulation and Trade drew up three protocols under Part 2 of Article 13.2 of the Code of Administrative Offenses. For example, only MILKAVITA OJSC exported cheeses at prices below the established ones.

In 2024 , 14 cases of violations of the legislation on prices and pricing were revealed, the amount of fines amounted to over Br850 thousand.
