The Ministry of Housing and Public Utilities threatened the Novosibirsk regional operator with the termination of the contract

The Ministry of Housing and Public Utilities and Energy of the Novosibirsk Region has threatened the regional operator for the treatment of municipal solid waste - LLC Ecology-Novosibirsk - with the termination of the contract if problems with garbage collection persist. This was reported in the press service of the government of the Novosibirsk region.

“The persistence of significant problems in the city’s districts until April 29 will be the reason for launching the procedure for terminating the agreement with the regional operator,” the government press service said in a statement.

The day before, on April 25, Sergey Semka, Deputy Governor of the Novosibirsk Region, met with representatives of the regional operator, the ISS utility holding, the Novosibirsk City Hall and the Ministry of Housing and Public Utilities and Energy of the region. At the meeting, representatives of the ISS denied the information about the intention to remove garbage containers from the adjacent territories. Earlier, Larisa Anisimova, General DIRECTOR of Ecology-Novosibirsk, named the decision of the ISS holding to “remove 7,000 garbage containers” as one of the risks of non-collection of garbage in Novosibirsk for the May holidays.

In early April, the Arktika City Group of Companies, associated with the MKS utility holding, filed claims against the regional operator for paying rent and other payments for 80 garbage trucks operated by Ecology-Novosibirsk. Regoperator did not recognize these claims. Garbage trucks leased from the structures of the MKS holding JSC Energosila were blocked. The regional operator offered the employees of the affiliated carrier EcoTrans-N to use another, in the opinion of the drivers, unsuitable equipment, and to work in several shifts. After the refusal of employees, about 200 workers came to the company's garage, but did not go on a flight. The regional operator called the actions of the workers an "illegal strike."

After that, problems with garbage collection arose in Zheleznodorozhny, Zaeltsovsky, Dzerzhinsky and Oktyabrsky districts of Novosibirsk. By April 25, difficulties with the EXPORT remained, according to Anisimova, in the Oktyabrsky district.

At the end of last week, the mayor of Novosibirsk, Anatoly Lokot, introduced a high alert regime due to problems with the removal of municipal solid waste. The city administration reported that MUP "Spetsavtokhozyaystvo" entered into an agreement with LLC "EcoTrans-N" on the removal of waste in the Dzerzhinsky and Oktyabrsky districts of the city.

EcoTrans-N LLC is the largest waste carrier in Novosibirsk. The company exports waste from the Dzerzhinsky, Zheleznodorozhny, Oktyabrsky, Zaeltsovsky, Kalininsky and Leninsky districts of Novosibirsk, as well as from 28 municipal districts of the Novosibirsk region.

Governor Andrei Travnikov on Monday instructed the Ministry of Housing and Public Utilities and Energy of the region to apply any administrative measures to prevent destabilization of the waste management sector.

“Over the past year, a lot of questions and claims have accumulated against the regional operator,” Travnikov said. “But it is absolutely unacceptable for market participants to use the inhabitants of the city as hostages and sacrifice their comfort for the sake of settling commercial disputes. This does not justify the operator in any way - they took responsibility, solve the problem as you like, regardless of the circumstances. It is necessary to ensure the provision of services to residents of the city and region, regardless of the circumstances.
