Exercises to eliminate a conditional focus of highly pathogenic avian influenza took place in the Trans-Baikal Territory

The event, organized by the State Veterinary Service of the Trans-Baikal Territory, was attended by heads and specialists of the territorial departments of the ROSSELKHOZNADZOR for the Trans-Baikal Territory, the Irkutsk Region and the Republic of Buryatia, the Amur Region and the Republic of Sakha (Yakutia), the leadership of the Veterinary Departments of the Republic of Buryatia and the Amur Region, the Ministry of Agriculture economy of the Trans-Baikal Territory, as well as representatives of Rospotrebnadzor for the Trans-Baikal Territory, employees of the Department of the Ministry of Internal Affairs of RUSSIA for the Trans-Baikal Territory, the Main Directorate of the Ministry of Emergency Situations of Russia for the Trans-Baikal Territory, and the Directorate of the Federal Penitentiary Service for the Trans-Baikal Territory.

According to the plan of the exercises on the territory of the KFH, Kosenk S.A. corpses of poultry were found. According to the farmer, the chickens were in contact with a wild duck that flew into the farm a week ago. The HEAD of the State Veterinary Service of the Trans-Baikal Territory sent specialists from the Chita Animal Disease Control Station to survey the territory and take samples. The samples were sent to the State Institution "Trans-Baikal Regional Veterinary Laboratory". According to the results of laboratory tests, the dead bird was diagnosed with highly pathogenic avian influenza. The Department of the Federal Service for Veterinary and Phytosanitary Surveillance, together with the Department of the Ministry of Internal Affairs for the Trans-Baikal Territory, organized a quarantine post.

During the exercise, the participants worked out theoretical and practical skills to eliminate the focus of highly pathogenic avian influenza, such as:

- carrying out activities in the threatened zone and the surveillance zone in accordance with the plan of the command post;

- development of the necessary legal acts issued by the executive authorities of the Trans-Baikal Territory in case of suspicion and the occurrence of a disease with its subsequent elimination;

- formation of mobile groups and their staffing for carrying out measures to eliminate and prevent the spread of the disease;

- the procedure for the selection, packaging, delivery and examination of samples of biological material in veterinary laboratory institutions, as well as to the laboratory of the Federal State Budgetary Institution ARRIAH (Vladimir);

- planning and development of measures aimed at preventing the spread and eliminating the source of a particularly dangerous bird disease;

- deployment of mobile quarantine posts;

- determination of the place and procedure for the destruction of bird corpses;

- practical use of disinfection equipment (incinerator based on KAMAZ) and disinfectants and personal protective equipment.

The interregional exercises conducted in the Trans-Baikal Territory confirmed the readiness of the federal and regional authorities to immediately implement a set of measures to prevent the spread, localize and eliminate the source of infection in the event of its occurrence.
