Korney Bizhdov, president of NSA: in 2023, agricultural insurers transferred over 5 billion rubles in insurance payments to Russian farmers

In 2023, agricultural insurers transferred over 5.0 billion rubles in payments to Russian agricultural producers for realized losses under agricultural risk insurance contracts. Compared to 2022, the volume of payments increased by 31%, as follows from an analysis conducted by the NSA based on information from the union and published statistics from the Bank of RUSSIA.

The largest part of the transferred payments - almost 2.6 billion rubles - is for compensation of losses in crop production. Agricultural insurers compensated livestock farms for the loss of livestock another 2.4 billion rubles.

For comparison, in 2022, insurance payments under agricultural insurance contracts of all categories amounted to 3.8 billion rubles, of which 2.8 billion rubles were transferred for the loss of crops and about 1 billion rubles for the loss of livestock and farmed fish.

“A feature of 2023 was a sharp increase in losses paid by agricultural insurers in livestock farming,” noted NSA President Korney Bizhdov. – The amount of payments for dead livestock is 2.6 times (158.6%) higher than the figure recorded a year earlier (RUB 939 million). In particular, the losses of large livestock enterprises were compensated: compensation in the amount of 916 million rubles for the number of pigs that died from ASF , transferred by the RSHB-Insurance company to one farm in the Voronezh region, became a record in Russian agricultural insurance. A series of large losses in the Oryol region and Primorsky Krai amounting to 1.055 billion rubles due to the death of pigs from ASF was settled by the AlfaStrakhovanie company. Loss of livestock was also observed for other reasons: for example, the largest paid loss in livestock farming not related to dangerous diseases was the compensation of 218 million rubles to a poultry farm in the Belgorod region, which lost its livestock due to a power failure, the payment was made by IC "RSHB-Insurance" " “There is a time lag in the settlement of insurance claims under the multi-risk crop insurance program, which is associated with the specifics of crop production: for example, the payment indicators for last year were also affected by the effect of a very prosperous agricultural season in 2022,” explained Korney Bizhdov. – At the same time, the losses of last season are still being settled and ultimately increase these figures. Thus, according to the National Insurance Agency, in the first 2 months of 2024 , another 362 million rubles of insurance compensation were transferred to farmers for crops lost in 2023.”



Examples of large losses in crop production compensated by agricultural insurers in 2023 include emergencies in the Primorsky Territory, where farmers received 191 million rubles from several insurance companies, and losses in the east of the Stavropol Territory, where 185 million rubles were received from the Rosgosstrakh insurance company by a farm that lost its harvest protection of several crops at once from spring drought and hail. Members of the NSA also paid for losses in central Russia: for example, one farm received 30 million rubles from the SberStrakhovanie company for reseeding winter crops as a result of ice crust in fields located in the Tula, Ryazan and Penza regions.

“In crop insurance, one of the features of 2023 was significant insurance payments to gardeners and winegrowers: for the loss of perennial plantings, farmers received almost 39 million rubles. it is noteworthy that these insurance payments were made specifically under insurance with state support - which demonstrates the importance of this area for domestic horticulture and viticulture, emphasized Korney Bizhdov. “In addition, a record payment was made for the loss of the grape harvest: a farm in the Stavropol Territory received 236 million rubles.”

According to Federal Law N 260-F3 “On state support in the field of agricultural insurance”, in Russia, within the framework of a centralized system, state support is provided for insurance of risks of crop production, livestock farming and commercial aquaculture. Only insurance companies that are members of a single all-Russian association - the National Union of Agricultural Insurers - have the right to conclude insurance contracts with state support. Insurance is carried out on the basis of uniform standard rules for each insurance program provided for in the agricultural insurance system.
