Deputies of the Committee on Agrarian Issues propose that the Russian government explore the possibility of preparing a state program for the development of dairy and MEAT livestock farming, as well as support the adoption of a law limiting trade margins to 10-15% for socially important food products, including drinking MILK , fermented milk products, butter . _ The deputies also propose to take a set of measures to reduce prices for electricity and fuels and lubricants for agricultural enterprises and consider the possibility of subsidizing from the federal budget part of the cost of purchasing feed for dairy cattle .
Other proposals include considering the possibility of increasing the salaries of employees in the agricultural sector to the average level of salaries in the constituent entities of the Russian Federation.
The Agrarian Commission also proposes introducing subsidies to offset part of the modernization costs for family farms with more than 100 animals. Currently, subsidies are given to farms with more than 1 thousand animals.
A separate block includes proposals to support enterprises that are ready to develop exports , and it is recommended that both federal structures and regional authorities do this.
Regions are also recommended to attract local producers to the School Milk program, support trade in local agricultural products, and also help private farms that are ready to donate milk to regional processing plants.
It is recommended that the State Duma, as a matter of priority, consider and adopt the following draft federal laws aimed at developing livestock farming in Russia:
- No. 194262-8 “On amendments to the Federal Law “On Livestock Breeding” (aimed at establishing requirements for imported breeding material and eliminating conflicting norms in the current Law No. 123-FZ);
- No. 77579-8 “On amendments to Articles 8 and 9 of the Federal Law “On the Fundamentals of State Regulation of Trade Activities in the Russian Federation” (on establishing the maximum amount of trade markup (markup) to selling prices for certain types of socially important essential food products) ;
- No. 243186-8 “On amendments to Article 9 of the Federal Law “On the Fundamentals of State Regulation of Trade Activities in the Russian Federation” (on changing the rules and terms of payment for supplied food products);
- No. 401561-8 “On amendments to certain legislative acts of the Russian Federation” (in terms of improving the legal regulation of biological waste management, operation and liquidation of cattle burial grounds);
- No441427-8 “On amendments to Article 14 of the Law of the Russian Federation “On Veterinary Medicine” (in terms of protecting the territory of the Russian Federation from the introduction of infectious animal diseases from foreign countries);
- No333156-8 “On amendments to Article 2 of the Federal Law “On Beekeeping in the Russian Federation” (on the concept of “beekeeping products”); - No. 183338-8 “On amendments to the Code of the Russian Federation on Administrative Offences” (in order to establish administrative liability for non-compliance with the requirements for the circulation of livestock by-products).
