In 2025, the Belarusian market will once again face large-scale changes in the regulation of trade turnover. The list of goods subject to mandatory labeling with identification means is expanding, new traceability

Key changes in 2025
From July 1, 2025, all legal entities and individual entrepreneurs who sell goods with mandatory labeling must use cash registers and cash register software capable of reading labeling codes (DataMatrix) and transmitting information to the cash register control system, as well as keeping differentiated records of goods sold by GTIN codes. At the same time,
it was decided that a test mode will be in effect until November 1: the requirements must be met, but if they could not be met for objective reasons, this is allowed. This approach allows businesses to adapt to the new conditions.
From October 1, 2025, the list of goods included in the national traceability system will be expanded. Dairy
products , vegetable
oil ,
mayonnaise and sauces, cereals and flakes, confectionery, tea,
coffee , footwear, large and small household appliances, as well as detergents. For the specified goods, it will be mandatory to transfer information on production and balances to the traceability system, as well as to use electronic consignment notes.
From October 1, 2025, Belarus will introduce labeling of soft drinks, mobile phones, and laptops. Plans for 2026 include labeling of animal feed, lubricants, oil and fat products, bicycles, cosmetics, and household chemicals.
When exporting to the Russian Federation, Belarusian enterprises must take into account the provisions of the decisions of the Eurasian Economic Commission and the current Russian legislation on product labeling. In 2025,
RUSSIA will gradually expand the list of goods subject to mandatory labeling with identification means: from February 1, 2025 - edible vegetable oils packaged in any type of consumer packaging, except for glass and polymer (these types have already been labeled since October
2024 ); From March 1, 2025 - canned
MEAT and meat by-products, vegetable, fruit, berry, mushroom preserves, wet pet food, antiseptics and disinfectants; From May 1, 2025 - soap, cleaning pastes, detergents, grocery products (snacks, chips, croutons, popcorn, etc.); From July 1, 2025 - hair products, deodorants, shaving products, sauces, spices, dry soups, vinegar; From September 1, 2025 - certain types of lubricants and special automotive fluids; From October 1, 2025 - decorative cosmetics, toothpastes, oral hygiene products. EXPORT such goods to the Russian Federation, Belarusian manufacturers are required to order through the Electronic Sign portal and apply Russian marking codes if the mechanism for mutual recognition of marking codes within
the EAEU is not in effect . These changes affect manufacturers, importers, distributors and retailers. Accounting errors, delays in data transfer or untimely implementation of the necessary tools are unacceptable.
