The Finnish Ministry of Internal Affairs has developed a bill that would require obtaining licenses for the export of ammunition used for civilian purposes to Russia. A message on the department's website says that the goal of the initiative is to prevent the export of ammunition components to Russia in accordance with EU sanctions.

The Finnish Ministry of Internal Affairs notes that in 2014 the European Union banned the sale, supply, transfer or export of weapons and related materiel to Russia. Last summer, the EU Council adopted an amendment to the regulation with new measures. to prevent circumvention of sanctions imposed against Moscow.

“In addition, the project will investigate the licensing of equipment comparable to ammunition and prepare the necessary provisions in the absence of EU regulation,” the publication said.

The law is planned to be adopted by the end of this year.

In the 12th package of EU sanctions against Russia, adopted in December, the European Union obliged exporters of European goods in contracts for the supply of certain sensitive products to third countries not related to “partner” countries, to include a condition prohibiting re-export to Russia or to another country for use in Russia.

Such a clause must be introduced into new export contracts by March 20, 2024 . it does not need to be entered if the agreement involves export to “partner countries”. These include the usa , Great Britain , Japan , South Korea , Australia , CANADA , New Zealand, Norway, Switzerland .

The goods covered by the new condition are prohibited by the European Union from being supplied to Russia and include, but are not limited to, military small arms, dual-use goods and “advanced technological goods used in Russian weapons systems” that are used in combat areas in Ukraine (microcircuits, tantalum capacitors, video intercoms, diodes, transistors, ball bearings, some parts of aircraft, helicopters and unmanned aerial vehicles, etc.), the regulations say.
