Based on the established facts of violations, the Office of the ROSSELKHOZNADZOR coordinated unscheduled control (supervisory) measures with the prosecutor's office of the Rostov Region.
As part of an unscheduled inspection by officials of the department, the facts of violations in the traceability of controlled goods and the issuance of an eVSD for products manufactured from an illogical amount of raw materials at the enterprise were confirmed.
The department established that the enterprise had 37 cattle without veterinary accompanying documents, which confirms the facts of the introduction into circulation of beef of unknown origin, obtained from the slaughter of cattle without veterinary accompanying documents. This cattle was quarantined by the owner of the enterprise. However, in the course of further inspection, the absence of animals at the enterprise was established.
In addition, in the course of further verification, the facts of entering inaccurate information about raw materials into the FSIS "Mercury" were revealed. it was revealed that the state veterinarian issued eVSD for livestock products (beef) produced from an illogical amount of raw materials, which is a violation of the technical regulation "On Food Safety" and the veterinary rules for organizing work on issuing veterinary accompanying documents, the procedure for issuing veterinary accompanying documents in electronic the form and procedure for issuing veterinary accompanying documents on paper.
These facts indicate the release into circulation of products of unknown origin, which may create a threat of harm to the life or HEALTH of citizens.
As part of the audit, Rusagro LLC was unable to provide any supporting shipping documents for incoming animals and MEAT products sold by it.
Officials of the Office of the Rosselkhoznadzor in relation to Rusagro LLC drew up protocols on administrative offenses under Part 1 of Art. 14.43 of the Code of Administrative Offenses of the Russian Federation (violation by the manufacturer, contractor, seller of the requirements of technical regulations), Part 2 of Art. 14.43 of the Code of Administrative Offenses of the Russian Federation (actions that entailed the creation of a threat of harm to the life or health of citizens) and Part 1 of Art. 10.8 of the Code of Administrative Offenses of the Russian Federation (violation of the veterinary and sanitary rules for the transportation, transfer or slaughter of animals or the rules for the procurement, processing, storage or sale of animal products). An order was issued to eliminate the identified violations.
Currently, the Office of the Rosselkhoznadzor sent the relevant information to the law enforcement agencies of the region for pre-investigation checks. In addition, the materials were sent to the prosecutor's office for the adoption of prosecutorial response measures.
