The register of greenhouse gas emissions has been practically created and put into operation in the Russian Federation

“Today we have already mentioned the Federal Law “On Limiting Greenhouse Gas Emissions”, which actually launched this activity in the Russian Federation. We are now at the stage of enforcing this law, and one of the areas that is literally being completed today at a certain stage is we are forming an emission register greenhouse gases.We are starting a reporting program, the register has been completed, created, it has already been practically put into operation.And we can say that our largest emitters, which emit 150 thousand tons of CO2 equivalent per year, should start a reporting campaign, and actually already have this toolkit," she said during the climate session of the Nevsky International Ecological Congress.

The Federal GHG Emissions Register will accumulate information from the carbon reporting of natural resources users, reports of regulated organizations on greenhouse gas emissions, as well as information on targets for reducing GHG emissions. The system, among other things, will interact with the register of carbon credits.

As reported, the general contractor for the project to develop the registry is PJSC Rostelecom, state contracts for the creation and development of the registry were concluded with the company for a period up to November 30, 2023.

At the federal level, the National Carbon Trading System Act was passed in the summer of 2021. It introduces mandatory reporting for a number of Russian companies on greenhouse gas emissions, creates the contours of a national carbon trading system. By July 1, 2023, reports (for 2022) must be submitted by the largest enterprises from the fuel and energy complex and industry with emissions of more than 150 thousand tons of CO2 equivalent per year. Starting from 2025, medium-sized enterprises in carbon-intensive sectors of the economy with emissions of more than 50 thousand tons of CO2 equivalent per year will also be included in the regulation.
