In 2022, a federal state information system was launched, in which each grain producer is required to enter data on production volumes, its movement, storage and all other operations with grain.
And from March 1, 2023, such an obligation also falls on enterprises that process grain. In particular, these are FLOUR mills and rice processing enterprises.
The event was attended by First Deputy Minister of Agriculture and Food of the Republic of Dagestan Sharip Sharipov, HEAD of the Department of Crop Production of the Ministry of Agriculture and Food of the Republic of Dzhambulat Shaibov, Head of the Competence Center in the field of agriculture Shamil Gitinov and DIRECTOR of the branch of the Center for Agroanalytics Nutsalai Khaibulaeva.
A report of each region on the state and measures taken was heard. As Sharip Sharipov noted, in Dagestan, following the results of 2022, it was necessary to enter into the system data on 275 thousand tons of grain produced in the commodity sector (agricultural organizations and farms). The task of the past year on accounting for operations with grain has been completed. The number of business transactions with grain at the moment amounted to 1318 units, including the sale of grain - 419 units, the transportation of 325 units. These operations, especially with regard to the sale of grain, do not reflect the full picture, and farm managers, together with district agricultural departments, need to intensify work on the full coverage in the system of all actions carried out with grain.
Further, he noted that about 15 flour and rice groats producers will be included in the FSIS "Zerno". With each of them the necessary explanatory work is carried out, training seminars are held. Nearly half of this number of processors have now entered their data into the system.
“Grain is a strategic product. In the Russian Federation last year, more than 153 million tons of grain were produced, including 480 thousand tons of grain in the republic, and the state sets the task, taking into account the exceptional role and place of grain in life support, to organize accounting for its movement from production to final consumption. We appeal to the heads of farms engaged in the production of grain, including rice, oilseeds, and now producers of flour and rice groats, about the need to make sure that they enter data on operations that are carried out for the sale, processing, acceptance and shipment of grain. Because the lack of information in this system is a violation of the requirements of the law,” Sharipov said.
