
Specialists from the Department for Social and Economic Development of Rural Areas and the Tomsk Region Agrarian Center, along with staff from the Federal Service for Veterinary and Phytosanitary Surveillance for the Novosibirsk and Tomsk Regions and veterinarians, conducted a monitoring of farms in the Tomsk District.
The purpose of the visit was to assess the farmers' potential participation in a regional competitive selection for a grant to improve farmland. As a reminder, the competitive selection for a grant in the form of a subsidy aimed at improving farmland has been held annually in the Tomsk Region since 2019.
As Svetlana Duisembayeva, a specialist at the Tomsk Region Agrarian Center, explained, under the grant, farmers receive up to 2 million rubles from the regional budget after their project is successfully submitted. The funds can be used to erect a fence around the farm, construct an entrance area with a disinfection barrier, and build sheds for storing feed and agricultural machinery.
"Our goal is not only to help farmers develop production and increase capacity, but also to promote improved farm production standards," the specialist emphasized.
The first stop on the route was Denis Mikushin's private farm. The farmer specializes in beef and dairy cattle . He has 138 beef cattle and 167 dairy cattle. A single dairy cow produces 6,300 kg of MILK per year. In 2024, the farmer produced 8,579 centners of milk. He also processes milk, producing sour cream, cream, and other processed products.Cottage cheese and cheeses . In 2020, Denis Mikushin received a 10 million ruble grant to develop his family farm. He used the grant to build a cowshed and purchase machinery and equipment.
He had already begun building a fence around the farm at his own expense. Having participated in a competitive selection process this year, the entrepreneur plans to use the grant funds to build an entry area with a disinfection barrier and a covered sanitary checkpoint if his application is successful.
The working group then visited Vyacheslav Sayanov's farmstead. The entrepreneur breeds dairy cattle. In 2018, he won a competitive selection and received a 9 million ruble grant to develop his family farm. He used the grant to purchase high-tech equipment and reconstruct the farm. Currently, the farm has 245 HEAD of cattle, including 107 breeding cows, with a productivity of over 7,000 kg. This year, the entrepreneur built a 100-head cattle feedlot and a garage for equipment. With state support from the regional budget, he purchased a bag wrapper for bagging feed. To improve milk yields, the entrepreneur began growing corn, covering 50 hectares. To participate in the project, the farmer prepared a landscaping project and plans to build a hay shed, equip an entrance area, and install a fence around the farm plot.
During the visit, the farmers asked veterinarians and specialists from ROSSELKHOZNADZOR relevant questions regarding livestock management and feed storage. They also discussed the documents required for participation in the competitive selection for a subsidy with specialists from the department and the Agrarian Center.
Commenting on the results of the visit, Vitaly Zaborsky, Deputy Chairman of the Committee for Rural Development and Agri-Food Market of the Department for Rural Socioeconomic Development, noted: "Modernization of agricultural production is not just a matter of aesthetics. A good production culture directly impacts the efficiency of farms and the quality of their products. Sanitary checkpoints help prevent the spread of diseases among animals. Improved grounds optimize work processes. Specialized shelters for equipment and feed extend the life of equipment and protect feed from spoilage. Investments in infrastructure pay off handsomely. A farmer who maintains a high-quality production culture produces higher-quality produce, spends less on repairs and maintenance, and, most importantly, creates decent working conditions for their workers. Ultimately, all of this contributes to the overall development of agriculture and increases the competitiveness of our farmers in the marketplace."
