The verdict, which was read out by Judge Sergei Artemov, stated that Markelov and other participants in 2006 created a stable group to carry out illegal banking operations. Dmitry Zakharchenko received bribes from bankers for patronage during their illegal operations. In the mid-2000s, a group of bankers, which included Ivan Stankevich, German Gorbuntsov and Dmitry Motorin, organized a platform for illegal operations on the basis of Incredbank. Clients' funds were withdrawn abroad or cashed out through denomination accounts. Through vulnerabilities in the software of the automated banking system, bank owners connected to the accounts of depositors and carried out any operations with their funds. The services of the platform were used by the co-owners of the 1520 group Markelov and Usherovich.

Also, Valery Markelov provided general management of the site's activities, was involved in documenting illegal transactions and organized briefings. Zakharchenko used his official position - he worked in senior positions in the central office of the Ministry of Internal Affairs - to cover up the illegal activities of the site for the withdrawal and cashing of funds. For his activities, he received a monthly BRIBE for a long time. The money was transferred to virtual accounts registered in the banking system under the pseudonyms Zakhar Khitry, Partner and Cherry.

From 2007 to 2009, Zakharchenko received €150,000 a month, the verdict said. From 2009 to 2011, no payments were received due to a quarrel between German Gorbuntsov and his former partners Stankevich and Motorin. The conflict situation paralyzed the work of the site, but then it was restored. Since 2011, Zakharchenko began to receive 20% of the site's income. The verdict stated that the last payment to Cherry's account was received in August 2016. In total, Zakharchenko received 1.413 billion rubles, the judge said.

To provide patronage for the activities of the site, Zakharchenko attracted lawyer Belevtsov and lawyer Kritinin, who informed clients using the services of the site about inspections by regulatory authorities. Zakharchenko was also accused of taking a bribe from Avsholum Yunaev, the owner of Gazprom Avtomatizatsiya, who paid the police colonel a vacation in the hotel complexes Polyana Grand Hotel and Polyana 1389 Hotel and Spa in Sochi.
