Non-working days started in the capital region
In accordance with Vladimir Putin's decree of October 20, non-working days in Russia should be from October 30 to November 7. However, depending on the epidemiological situation, the regions were allowed to shift these dates. 12 subjects took advantage of this, including Moscow and the Moscow region, where a partial lockdown started on October 28.
In Moscow and the Moscow region, non-food retail stores, dental clinics, catering establishments, multifunctional centers and public service centers, beauty salons, fitness centers, entertainment and cultural centers were closed.
The authorities made an exception for museums and theaters, and then with reservations about the availability of QR codes (given to vaccinated and recently recovered) and masks for visitors. Cinemas and children's playrooms are also closed.
On October 27, the Moscow City Hall clarified that dry cleaners, laundries, tire shops and car services would also be closed on non-working days.

Early start of non-working days in other regions
Some regions did not wait until the middle of the week and introduced non-working days on October 25th. Among them are the Samara and Nizhny Novgorod regions, where the number of cases is breaking absolute records.
In North Ossetia, where the number of cases also reached a maximum in several months, it was decided to introduce non-working days on Tuesday, October 26.

The opportunity provided by Putin's decree to shift the terms of the regime of non-working days was used, as of November 3, by the authorities of seven regions. In them, the incidence is not reduced.
Novgorod Oblast was the first to announce the extension . There non-working days will continue for another week - until November 12. November 13 and 14 fall on Saturday and Sunday. The HEAD of the region, Andrei Nikitin, explained the decision by a continued increase in cases of coronavirus infection. Non-working days in the Novgorod region began earlier than it was stipulated by the decree of the head of state - from October 25.
The second region to extend the "covid holidays" was the Tomsk region . There, non-working days due to the “tense epidemiological situation” will last until November 15, school holidays will also be extended. The governor of the region, Sergei Zhvachkin, said that one week was not enough to break the chain of infections. At the same time, according to him, the incidence among children has increased significantly in the region.
The Governor of the Kursk region Roman Starovoit announced the extension of the non-working days regime until November 12 inclusive. According to him, the situation with the incidence of covid-19 is stabilizing in the region , however, the epidemiological situation is still difficult, and the authorities decided to extend the period of non-working days.
Until November 12, "covid holidays" are extended in the Chelyabinsk region . The regional government said that the region remains a difficult situation with the incidence, and the rate of vaccination is lagging behind that needed to develop herd immunity. The authorities also note that not all organizations follow the recommendations of the authorities to minimize business contacts.
In the Bryansk region , the regime of non-working days is extended until November 14, inclusive, and the Khabarovsk Territory extended this regime until November 12: in the region, the incidence rate has increased six times over the past four weeks.
In the Smolensk region , the governor ordered to extend non-working days until November 10 inclusive.
Extension of the regime of non-working days is not excluded in the Amur region . There, a decision on the extension will be made after November 7, based on incidence statistics. The governor of the Ulyanovsk region, Alexei Russkikh, also announced the possibility of extending non-working days if the incidence in the region does not decline. In Komi, a decision on a possible extension of the “covid holidays” will be discussed at a meeting of the operational headquarters on November 6.
Prescribed holidays
The decision on non-working days affected schools. For a significant part of the regions, the period from October 30 to November 7 is planned for holidays. For those who have a different study schedule, the Ministry of Education on the evening of October 21 recommended shifting them to federal non-working days. At the same time, it is prescribed to adjust the plans so that the educational process does not suffer.
Since the regime of non-working days in different regions begins in different ways, the vacation periods do not coincide everywhere. So, in Moscow and the Moscow region, the autumn holidays will start on Thursday, October 28, and children will thus receive additional free days.

At the same time, vacation periods differed not only depending on the region, but also on the form of education (some schools study according to the trimester system). In the Kursk region, it was decided to start the holidays on October 21, in Kalmykia - on October 23, and the least schoolchildren will study in Sevastopol. There, on October 11, the operational headquarters decided to send them home from October 18 to November 8.
In addition to schools, during non-working days there will also be no classes in sports sections and circles. Kindergartens in Moscow and the Moscow region will go on vacation, but for some children on duty groups will be organized. But in Tatarstan, for example, they decided not to close kindergartens at all.

In the Moscow region , the authorities decided to send students of universities and colleges during non-working days from October 28 to November 7 for vacation.
At the federal level, Minister of Science and Higher Education Valery Falkov announced that universities can transfer students to remote learning.
Lockdowns of varying severity
Restrictions in St. Petersburg are similar to those in Moscow. As Fontanka previously reported, the authorities decided to synchronize measures with those in the capital so that residents of the capital would not go en masse to St. Petersburg during the long weekend.
The lockdown in St. Petersburg will operate from October 30 to November 7. During this period, the work of catering establishments is prohibited (customers can only be served takeaway or with delivery), with the exception of food stations at railway stations and gas stations, as well as canteens at enterprises. Stores and shopping centers will be closed, except for those selling essential goods and medicines. Fitness centers and beauty salons will be closed, mass events will be banned, and it will be possible to check into a hotel only if you have a QR code or a negative PCR test.
In the Leningrad region , non-working days are declared from October 30 to November 7. In the region, the work of nightclubs is suspended, mass events are prohibited. Only pharmacies and shops where at least 30% of goods are essential products are allowed to continue working in shopping centers. Catering and food courts in shopping centers will be able to work only takeaway. Hotels will only accept guests with QR codes, medical certificates or a negative PCR test. By QR-code they will be allowed into museums, theaters, cinemas and circuses. Hairdressers and beauty salons were required to ensure that employees have “antique” documents and check them with visitors.
In Sevastopol , which introduces a lockdown from October 30, catering establishments will be closed (only take-away), beauty salons and fitness centers, as well as theaters, cinemas and gyms will be closed. Service businesses will close. Hospitals, clinics, vaccination centers, pharmacies and grocery stores will continue to operate as before. Kindergartens will organize special groups for children whose parents will have to work during the period of restrictions.
Sevastopol Governor Mikhail Razvozhaev said on October 26 that there were practically no free beds left in the region, and the situation with coronavirus in the region was the most difficult during the pandemic.
Other regions have also announced partial lockdowns, but the restrictions are not as strict as in Moscow and St. Petersburg. At the same time, the period of non-working days in some regions began already on October 25.
In the Rostov region , non-working days are announced from October 30 to November 7, and from October 28, the work of non-food stores, beauty salons, spas, sports complexes, fitness centers, attractions, circuses, cinemas, and exhibitions is suspended. In fact, the work of dental and veterinary clinics is suspended - they will be able to provide only emergency care. It is forbidden to hold entertainment events, the maximum number of spectators of sporting events is 500. Concert halls can operate at 50% occupancy, vaccination certificates are required for spectators. Upon presentation, it will also be possible to get into shopping centers.
Public catering will not be able to serve visitors from 21:00 to 6:00, hairdressers will be able to provide haircut services only. Museums, theaters, pharmacies, grocery stores and shops that sell non-food essentials will work.
Retail trade is closed in the Voronezh region , including shopping centers, fairs, markets and warehouses. An exception is made for pharmacies, grocery stores, vaccination centers, mobile phone shops, all medical organizations (but only for providing medical care), as well as retail outlets where there is a separate entrance from the street. Trade with home delivery is allowed.
In the Stavropol Territory , non-working days are declared from October 30 to November 7, zoos, cinemas, beauty and hairdressing salons, baths and fitness clubs, as well as all sports facilities, except for those that are outdoors, will be closed during this period. People are allowed to practice outdoor sports in groups of no more than two people and while maintaining a distance of five meters.
The work of shops and fairs with non-food products is suspended, with the exception of those selling essential items and pharmacies. Children's excursions are prohibited. At the same time, since October 26, work at night (from 23:00 to 06:00) of public catering enterprises has already been banned in the region, libraries, exhibitions and cultural centers are not working.
The authorities of the Tyumen region also introduce a lockdown on non-working days, said the governor of the region, Alexander Moor. For the period from October 30 to November 7, all enterprises will be closed, with the exception of those that ensure the functioning of the infrastructure or operate in a continuous cycle. Medical institutions, pharmacies and grocery stores will work as usual. Public catering establishments will be closed (it will be possible to serve takeaway or delivery), sports complexes, beauty salons, theaters, museums and shopping and entertainment centers. On non-working days, educational institutions will not work, and “duty groups” will be created in kindergartens for the children of those parents who will have to work.
In the Nizhny Novgorod region , under similar restrictions, organizations providing excursion and tourist services, as well as beauty salons with licenses for medical activities, were allowed to operate. In particular, continuous cycle enterprises, authorities, media, medical institutions, fitness centers and swimming pools, pharmacies, multifunctional centers and grocery stores will continue to work. Furniture centers will be opened, access to which, as in a number of other institutions, will only be through QR codes. Sports events in the region with the participation of spectators are allowed to be held only in the open air. Museums and zoos will continue to operate with access to outdoor sections only.
Since October 25, shopping and entertainment centers, centers for additional education for children, swimming pools have been closed in the Novgorod region , banquets, indoor smoking of hookahs and sports competitions are prohibited. Only those who have QR codes will have access to fitness centers. Kindergartens will continue to operate as usual, as well as enterprises and organizations that are vital for the region. The authorities of the region have allowed employers to make their own decisions about the operation of enterprises if only vaccinated employees who have issued QR codes go to work.
The authorities of the Samara region allowed continuous cycle organizations, canteens and buffets at enterprises, scientific and educational organizations, multifunctional centers, the media, registry offices, as well as law and notary offices to work. Authorities will operate as usual.
In the Kursk region , the restrictions are even softer. Both continuous cycle organizations and catering enterprises are allowed to work there, if they are not located in shopping and entertainment centers, vaccinated personnel work in them, and visitors are allowed by QR code. Pharmacies, stores with medical supplies, optics stores, grocery stores, as well as stores with pet supplies, children's goods and food are open. It is allowed to open non-food stores, but on the condition that they are not located in shopping centers, their employees are vaccinated, and buyers are allowed by QR code.
On October 29, the Perm Territory announced the introduction of a lockdown in the region from November 1 to 7. As reported on the governor's website, the work of organizations in all areas will be suspended and visitors will be denied access to retail premises and premises of service enterprises, as well as halls for mass events. Restaurants and cafes are only allowed to serve takeaway or delivery customers. Exceptions are made for restaurants and canteens in hotels and hostels, provided that access to them will be open only to guests, as well as for canteens at enterprises.
Pharmacies, vaccination stations, grocery stores and non-food outlets are allowed to operate as long as they sell essential items. Car services and tire shops will be open.
After November 7, the authorities plan to maintain some of the restrictions, in particular, to ban the work of catering establishments at night from 23.00 to 06.00 local time.
In the Chelyabinsk region , the lockdown will be effective from October 30, where beauty salons and fitness centers are subject to restrictions, after opening they will serve only customers with QR codes. Shopping centers on non-working days will also be allowed only those with QR codes, and public catering establishments will not be able to serve visitors at night, from 23:00 to 6:00. Food courts and cinemas in the region remain open, but access is via QR codes. The authorities of the region promise to keep the use of these codes indefinitely.
The Orenburg region from October 30 closes non-food retail and public catering. Consumer services, fitness centers, multifunctional centers, beauty salons, entertainment centers, cinemas will not work. Children's playrooms, dental clinics (except for emergency care) will be closed, cultural and sports events will not be held. Restaurants and cafes will be able to work only takeaway or delivery. Pharmacies, grocery stores and stores selling essential goods will be able to work as usual.
Khakassia previously announced the introduction of a period of non-working days from October 30 to November 7 . However, on October 26, the governor of the region, Valentin Konovalov, announced on Instagram that public transport in Abakan, Chernogorsk and Sayanogorsk would be suspended from October 28 to November 7 to combat the increase in coronavirus infections. Taxi drivers will be able to continue working if they have a vaccination certificate or a certificate of a previous illness.
Also, the authorities of Khakassia announced holidays in educational institutions from October 27 to November 7. The region will “completely limit” the work of public catering (work only to take away), the service sector and non-food stores. Pharmacies and grocery stores will be able to work.
The governor did not say whether the beginning of the non-working days period is postponed from October 30 to October 27 or 28. RBC asked for a comment from the press service and information department of the head of the Republic of Khakassia.
In the Komi Republic , from October 30, leisure and entertainment enterprises will be closed, exhibitions, lectures, trainings and cultural events will not be held. The sphere of personal services, fitness centers, beauty salons, solariums, swimming pools and spas will not work. Access to theaters and cinemas will be open only by QR codes, the occupancy of the halls is limited to 50%. Dental clinics will also provide emergency care only.
In the Nenets Autonomous Okrug, a system of QR codes began to work. Now in the region, the code must be presented when visiting sports facilities, including fitness centers, organizations of additional education, cultural and leisure facilities, cinemas, catering establishments, including bars, as well as beauty salons, spas, saunas and massage parlors. Instead of a QR code, you can present a vaccination certificate that was completed no more than a year ago, a certificate of illness or a negative PCR test made no earlier than 72 hours before presentation, or a medical exemption from vaccination. These restrictions do not apply to minors.
You do not need to present QR codes when visiting outdoor facilities, when serving take-out restaurants and cafes, or when accompanying children to additional education centers.
Since October 25, the work of public catering establishments at night has been suspended in the region, self-isolation of unvaccinated people over 60 years of age has been ordered, and sports, entertainment and cultural events “with the full-time presence of citizens” have been banned until December 31.
In Chuvashia , from October 30, all mass events will be banned, sports and recreation centers will be closed. Also, the governor of the region, Oleg Nikolaev, decided to suspend the work of all non-food stores and shopping centers from October 30 to November 7, with the exception of those selling gasoline and fuel, auto parts, including tires, glasses, lenses and ritual accessories. Barbershops, beauty salons, spas, swimming pools, cell phone shops, pet stores and outdoor attractions will close. Catering will be able to serve takeaway and delivery, grocery stores will remain open, fairs and markets will be able to operate.
In the Oryol region , public catering, non-food stores, household services, beauty salons, spas, fitness centers, cinemas, concert halls, cultural institutions and sports facilities are closed during non-working days. Kindergartens will continue to work as usual, holidays are being introduced in educational institutions. At the same time, the administration notes that the restrictions do not apply to organizations of a constant cycle and enterprises “free from COVID-19”. An organization can receive such status if 100% of its employees are vaccinated against coronavirus. As of October 14, 274 organizations have received this status in the region.
In Chechnya , non-working days from October 30 to November 7 are declared for civil servants and civil servants, TASS reports with reference to the decree of the acting head of the region Muslim Khuchiev. Catering and trade establishments will be open to holders of QR codes, a certificate of a negative PCR test or a past illness. A ban on holding mass events of more than 50 people is introduced. The head of Ingushetia approved the introduction of a period of non-working days in the region from October 30 to November 7. Weekends with pay are provided to all civil servants and state employees. Public catering work is limited at night from 22.00 to 06.00 local time.
Leisure establishments will not work in Adygea from October 28 to November 10: cinemas, nightclubs, hookahs, children's entertainment centers and shopping and entertainment centers. School holidays will be announced. From October 25, to visit catering establishments and sports facilities, a QR code, a certificate of a disease transferred no more than six months ago, or a negative PCR test are required. Accommodation in hotels and holiday homes will also be possible only for holders of these documents.
In Karachay-Cherkessia , non-working days are introduced from October 30, but from October 27, the work of catering establishments at night (from 23:00 to 6:00) is suspended, with the exception of takeaway and delivery trades. During the daytime, a vaccination certificate or a negative PCR test will be required to access them. Banquets in restaurants will be banned in the republic, sports and cultural events will be suspended, children's entertainment centers, theaters and concert halls will be closed. A QR code will be required to visit cinemas, shopping malls and when checking into hotels. Preventive examinations and medical examinations will be suspended in medical organizations.
In the Altai Territory , mass events are prohibited from October 30 to November 7. Catering establishments cannot serve customers from 23:00 to 06:00. Residents of the region under the age of 18 are prohibited from visiting shopping and entertainment centers unaccompanied by adults. In a number of regions, obligatory presentation of QR codes is introduced in the last days of October. In the Sverdlovsk region , for example, this measure was planned to be introduced from November 8, and now the deadline has been shifted to October 30. In this region, from October 30, mandatory self-isolation will be introduced for citizens over 65 years old and people with chronic diseases.
In the Khabarovsk Territory , in six cities (Khabarovsk, Komsomolsk-on-Amur, Amursk, Sovetskaya Gavan, Nikolaevsk-on-Amur, Bikin), shopping centers and catering establishments will be closed from November 4 to November 12. Restrictions will also affect the village of Pereyaslavka and the Khabarovsk region of the region. Baths, children's play centers, indoor attractions and shops selling ALCOHOL (if alcohol is more than 50% of the range) will also be closed until November 12.
Grocery stores, pet stores and pharmacies, as well as catering facilities at enterprises, railway stations and airports will be able to work. Cafes and restaurants will be able to serve takeaway or delivery customers. Kindergartens, schools and colleges will continue to operate as usual.
To visit spas, beauty salons and hairdressers from November 4, a QR code will be required, from November 7, the code will be required in intercity transport throughout the region. From November 13, the presentation of QR codes will be required in major cities of the region when visiting shopping centers, catering, baths, fitness centers and swimming pools, as well as when checking into hotels and hostels.

The high incidence rate has forced several regions to impose restrictions on transport. So, for example, in the Khabarovsk Territory , QR codes became mandatory from November 7 for the use of intercity road and rail transport.
The authorities also warned that from December they plan to introduce QR codes in the building of Khabarovsk International Airport and in the sale of air tickets.
In the Kamchatka Territory , from November 23, the practice of using QR codes will spread to intermunicipal passenger transportation, both by bus and by air.
Resorts on standby
The “tourist regions” have braced for an influx of tourists as Russians love to travel during long weekends. Coronavirus restrictions are being introduced or have already been introduced almost everywhere. Basically, they are a requirement to present a QR code when checking into hotels and restrictions on excursions and mass events.
Kaliningrad region
The region is not closed for the entry of tourists, however, it will be possible to check into hotels, guest houses and hostels in the region only upon presentation of a QR code on vaccination or a certificate of a negative PCR test for coronavirus, Minister for Culture and Tourism of the region Andriy Yermak wrote on FACEBOOK. The test must be taken no earlier than three days before the date of arrival.
According to the decree of local authorities, only organizations that ensure the operation of infrastructure, enterprises of a continuous cycle and those whose activities cannot be stopped will operate in the region on non-working days. Public catering establishments are closed, they can only work with delivery or takeaway. Shopping centers and non-food stores will be closed. Grocery stores, pet stores, pharmacies and shops selling baby food are open.

Crimea
Additional restrictions for local residents and tourists are introduced on the peninsula from October 25 and "until further notice." At the same time, upon entering the Crimea, a certificate of vaccination or a negative test for coronavirus will be required.
Booking and accommodation in hotels, sanatoriums and boarding houses of the region - only upon presentation of a vaccination certificate or a QR code received through the public services portal. Upon check-in at the hotel, they will also accept a certificate of COVID-19 transferred less than six months ago. Hotels are also advised to require clients to provide negative PCR tests received 72 hours prior to check-in.
The same documents will be required when visiting catering establishments, excursions, discos, clubs, hairdressers and fitness centers. Mass events are prohibited in the region, masks are in place and social distancing requirements are in place.

In particular, the Sochi authorities are preparing for a significant influx of tourists on the November weekend. As the mayor of the city Alexei Kopaygorodsky wrote in Telegram, the occupancy of hotels will be more than 75%, sanatoriums - about 90%. “The one-time load of the city's resort sector will exceed 120,000 people,” he noted.
In Sochi , the authorities recalled the requirements for tourists. In particular, it will be possible to stay in hotels and sanatoriums only with a QR code, upon presentation of a vaccination certificate or a certificate of a past illness. It will be possible to get into a restaurant, a gym, a shopping center and a cinema only using a QR code received through the public services portal. In the Yaroslavl region , the restrictions came into effect on October 27, they are mainly a requirement to present QR codes when visiting catering establishments (or limiting the occupancy of halls to 30%).
