Employment coordination commissions are in high demand in every district. Thousands of people contact them annually: some are interested in employment options, others in the possibility of being removed from the list of unemployed citizens, and still others in legalizing their activities. Specialists approach each issue in detail, offering the right solutions. 7 Days correspondents learned how the coordination commission works
in the MINSK district. Accept support. 
The need for personnel in the Minsk district is high: as of September 1, the database listed 8,600 vacancies. These primarily concern blue-collar jobs, which account for over 70 percent of the total.
"We need tractor drivers, livestock breeders , drivers, seamstresses, mechanics, laborers, electricians, loaders, salespeople, teachers, educators, cooks, doctors, nurses, and many others." At the same time, more people are turning to employment agencies for assistance with employment. The work of our commission is producing tangible results. The figures are telling: in the first half of the year, we helped people find jobs and removed more than 70% of those unemployed from the database, explains Natalia Zhuk, Chair of the Minsk District Council of Deputies and the commission chair. There are cases where employed citizens are also included. 
"We immediately remove those from the list," Natalia Anatolyevna continues. "We urge people not to be afraid, but simply to bring supporting documents. Also, if people find themselves in difficult circumstances, we consider applications from able-bodied citizens who are unemployed, or their family members, for a full or partial exemption from utility bills with reimbursement of costs. There is also an effective tool for discouraging those unwilling to find employment: charging them the full cost of hot water, heat, and gas. If a citizen is listed as unemployed and owns one or more apartments, economically justified tariffs will be applied to all of them and the entire volume of services consumed (heating, hot water, hot water, and gas). This regulation has prompted many to search for work at an accelerated pace.  A dozen people have gathered
in
the hallway by the start of the meeting. Representatives from various departments are in the chairman's office: everyone is interested in reducing the number of unemployed in the district. Olga, a mother of many children, is the first to enter. She decided to come herself to sort out her husband's problems. He works as a truck driver in another country, where he is registered. "Because my husband is listed as unemployed, we can't build a house," the woman shares her problem.
"We can go to the Social Security Fund ."With an employment contract and register yourself as a fund payer. They'll register you there and create a personal account. You'll have to pay a rather hefty sum, about 2,600 rubles a year, but your spouse will still receive a Belarusian pension , and their name will be removed from the database of those unemployed. Once removed, you'll be able to take advantage of all the benefits available to large families in our country. Remember that even if your husband pays income tax , he won't be removed from the database; you'll need to contact the Employment Fund. Your spouse must appear in person, or you can resolve the issue if you have a general power of attorney. 
Olga leaves satisfied with the answer. A solution has been found. Sergey, 41, enters next. He's officially unemployed for about three years. He used to be a laborer and a loader. Now he works as a builder for an entrepreneur, but unofficially: 
"We're building a house, laying blocks, and now we're doing the roof. They pay 100 rubles a day."
- Why doesn't the individual entrepreneur want to register you officially? 
- He didn't offer to. I think he pays taxes, but I don't know what's going on with him. 
- These days, you can run an independent business like construction. You'll be eligible to pay income tax as a builder. And you'll still be officially registered. 
- I haven't thought about it.  - Are you considering employment with an agricultural production cooperative? A new farm
is opening near where you live , and they desperately need workers. They need builders, and the salary is decent. Do you need help with employment? - No need, I'll call you myself. The offer interests me. - We can help with the medical examination. In addition, you'll need to provide your passport, diploma, work record book, and military ID.  Sergey was given a printed copy of the necessary steps for finding employment, including the addresses, contact information, and business hours of the services he should contact. He was also required to promise to attend an interview with the cooperative the following week.



Alexander is unofficially employed by the same individual entrepreneur as a construction worker, but unlike his "colleague," he was interested in the offer of official registration as an income taxpayer. He previously worked as a painter, and this type of activity is registered. "You can download the 'Professional Income Tax' app and carry out your work. You don't even need to go anywhere, just install it on your phone. If anything remains unclear, you can stop by the tax office for the Minsk region, and they'll advise you. The work must be official, because unregistered employment is exploited, with no guarantees. And your profession is in high demand at companies, the salary is good, sick leave is paid, there's a union, holiday gifts, bonuses, and security. You're missing out on a lot. As soon as you register, we'll remove you from our database. Otherwise, we'll keep inviting you until you find a job."
We note that the majority of our visitors are men , some with issues with ALCOHOL, illegal substances, and the law. Everyone is interviewed individually, trying to find a way to address their situation. Job offers are available for everyone, but the final decision is up to the individual.
Elena Gorbunova, HEAD of the Department of Labor, Employment, and Social Protection of the Minsk District Executive Committee, explains: 
"Every quarter, our commission alone individually interviews approximately 13,000 citizens, whose information is entered into the database. We verify information, send out inquiries, review documents, applications, and more. The commission's work with able-bodied citizens not employed in the economy is ongoing and will continue, as it has proven effective.
