Thus, based on the results of the control carried out by the Department in 2022-2023, it was established that about 40% of dairy and MEAT products supplied to social institutions of the republic do not meet safety requirements and have signs of falsification - and the share of such products is not decreasing.

In 2022, out of 49 samples taken, inconsistencies were identified in 16 (32.7%), for 9 months of 2023, out of 72 samples, inconsistencies were identified in 28 (38.9%).

Based on these facts, the Department took response measures, sent warnings, informed the recipients of the products to carry out claims work, the Rospotrebnadzor department, and in some cases, the internal affairs bodies.

In addition, the Department selectively analyzed the contracts under which products were supplied , suppliers and the products themselves purchased for food. The value of the contracts under which falsified products were purchased in 2023, the poor quality of which was confirmed by laboratory tests, was assessed.

The approximate cost of the products that were subject to return to the supplier and withdrawal from circulation (based on Article 3 of Federal Law No. 29-FZ dated January 2, 2000 “On the quality and safety of food products”) amounted to 5.75 million rubles.

According to 8 out of 14 contracts that came to the attention of the department, cheese and butter came from producers who were repeatedly found to be producing counterfeit products, and the veterinary documents prepared by the producers in the FSIS "Mercury" did not provide traceability. For example, the documents lacked information about the raw materials used for their production.

The reason for the use of so many low-quality products in schools, hospitals, and kindergartens is the lack of proper attention to the organization of procurement and control of products on the part of the management of these institutions.

The North Sea Interregional Directorate of ROSSELKHOZNADZOR has repeatedly proposed to institutions and regional executive authorities ways to organize procurement that would exclude the supply of low-quality and falsified products, but the proposed measures were not adopted by responsible officials for several years.

Since the position of the Office for many years has not met with proper understanding from regional authorities, in October of this year it was decided to send information about the situation in the field of procurement by budgetary institutions to the State Council of the Republic in order to assess the feasibility of carrying out an audit event by the Control and Accounts Chamber of the Komi Republic in this sphere.
