
“For example, the ultimate beneficiaries and beneficiaries in transactions with such companies should be given priority to Russian legal entities and individuals - tax residents of Russia or citizens and companies from friendly states,” Shkolkina said during parliamentary hearings in the State Duma. According to her, it is necessary that the new owner of such companies provide and guarantee an investment plan for investments that will ensure a high level of production and the presence of manufactured products in the domestic market.
She believes that in the agro-industrial complex it is necessary to pay special attention to the coordination of transactions, the consequences of which may be splitting or spinning off part of the production cycles and capacities of groups of companies that make up a single cycle for food production and processing of agricultural products.
According to Shkolkina, the allocation of individual production cycles that may be of strategic importance for food security and the functioning of the entire group of companies should be limited. “It should be possible to transfer ownership of such enterprises only with the acquisition of the entire group of companies,” she explained.
According to the deputy, the withdrawal of foreign companies from the Russian market is one of the forms of Western economic pressure on Russia. “They are already reducing production, reducing investment and marketing activities, that is, they are already, in fact, harming the food security of our country. At the same time, there are fears that the new owners may not be interested in the further development of production, ”TASS quotes Shkolkina.
Over the past year, a number of large companies in the food sector have announced their withdrawal from Russia or the restriction of work and investment. Among them are PepsiCo Inc., Coca-Cola Co, Bunge Ltd., Ehrmann and Hochland, Ferrero, Mondelez, Nestle, Arla Food, Carlsberg, Fazer, Haribo, Mars, McDonald's, Pilsner and others.
