The draft of the corresponding resolution of the Government of RUSSIA is posted on the portal of draft regulatory legal documents.

To date, agricultural enterprises are divided into five "risk" categories. The risk can be extremely high, high, medium, moderate or low. The work on categorizing livestock farms has not yet been completed, one status or another has been assigned to 37 thousand of them, less than 4 thousand institutions have been recognized as facilities with high and extreme danger. According to the developers, this is wrong. According to their data, in 2021, 355 outbreaks of African swine fever, 401 outbreaks of bovine brucellosis , 37 outbreaks of small cattle brucellosis were identified in Russia, outbreaks of contagious lumpy skin disease, highly pathogenic avian influenza, leptospirosis, listeriosis, ornithosis, sheep and goat pox, foot-and-mouth disease and anthrax were also identified. Last year, the data was also impressive, with rabies added to the list of identified diseases.

Some of these diseases are common to animals and humans, but even when this is not the case, the spread of diseases causes enormous harm. In connection with the elimination of the consequences of African swine fever in 2021, 370 thousand pigs were destroyed, the economic damage amounted to almost 2 million rubles. In 2022, 209 thousand pigs were destroyed, the damage was 2.3 million. 

Recognizing agricultural enterprises as high-risk objects will lead to increased control over them: inspections will be carried out more frequently, more thoroughly, and they will be assessed according to a greater number of criteria.
