The Ministry of Agriculture has permitted the use of low-quality products as feed for farm animals

“Poor-quality food products, with the exception of grain, sent for disposal for subsequent use as feed for farm animals are subject to veterinary and sanitary examination,” the document says.

The rules apply to legal entities and individual entrepreneurs.

The decision to appoint a veterinary sanitary examination is made by a specialist from the state veterinary service upon request from the owner of the product.

During a veterinary sanitary examination, among other things, the appearance of the products is assessed and they are subjected to laboratory testing.

Products that are planned to be used for feed are examined according to the following indicators:

— appearance, consistency, color, smell;

— total bacterial contamination;

— the presence of salmonella, botulinum toxin (for canned food), enteropathogenic and anaerobic microflora.

The veterinary regulations specify the conditions under which a state veterinary service specialist will grant permission to use products as feed for farm animals. 

So, among such conditions:

- absence of changes in appearance characteristic of the process of food spoilage, signs of slime, mold, rot, mechanical contamination, foreign odors;

— total bacterial count – no more than 500 thousand microorganisms per 1 gram of product;

— absence of salmonella in 25 grams of product, botulinum toxin, as well as enteropathogenic and anaerobic microflora.

“The decision on the possibility of using products of animal origin as feed for farm animals indicates the need for heat treatment of such products in accordance with veterinary rules,” the order notes.

The results of the veterinary sanitary examination must be entered into the Rosselkhoznadzor system “VetIS”.
