"Regarding investment loans, it's clear that with the Central Bank's key rate high, even with subsidized rates, it's very difficult for businesses to meet all covenants. Therefore, they are currently waiting. However, we are confident that the Central Bank's key rate will continue to decline, and, accordingly, investment activity will increase," Fastova said.

She noted that the issuance of subsidized loans declined slightly in 2024. "As for 2025, we are seeing short-term loan issuance 14% higher than in 2024—loans have been approved for 374 billion rubles," the First Deputy Minister added.
