"The violator can be seen by habits." How is the traffic police action to control motor vehicles

Spring is the time when motorcyclists and cyclists reappear on the streets. With the advent of the season on the roads of the country, the number of accidents involving two-wheeled vehicles also increases. That is why from April 27 to May 9, the republican action "Motor movement - without violations!" is held. Employees of the State traffic inspectorate and a special division of the traffic police "Strela" conduct preventive raids, which are aimed at preventing and suppressing traffic violations by motor vehicle drivers. BelTA correspondents visited the raid together with the inspectors of the special traffic police unit "Strela" and found out the most common violations for motorcyclists being detained.

This time the traffic police carried out a raid outside the capital. The first stop was the entrance to Loshany - an agricultural town 20 kilometers from MINSK.

“Many traffic police crews work in Minsk, so drivers are often more vigilant there than outside the city,” said Sergei Dubrovsky, senior traffic police inspector of the escort service of the Strela special traffic police unit.

Even before the start of the action, on the night of April 26-27, a drunken violator was detained. “Some electric scooters with powerful engines are equated to mopeds. it was the driver on such a three-wheeled scooter that we stopped that night. He was drunk and did not have the right to drive this scooter,” Sergey Dubrovsky said.

According to him, the driver tried to argue and was surprised that his scooter needed a license, but ignorance is no excuse.

Since the beginning of the action, the employees of the State traffic inspectorate have revealed more than 20 violations. Two of them were committed by drivers who were in a state of intoxication and did not have a license. One was detained a second time, and he again found himself without a license.

“For repeated driving while intoxicated during the year, the offender is held criminally liable, while a special confiscation of the vehicle that was driven while intoxicated, regardless of ownership,” explained Yekaterina Silchenko, senior traffic police inspector of the escort service of the special traffic police unit.

According to the Code of Administrative Offenses, a gradation of the driver's ALCOHOL intoxication is provided. If alcohol intoxication is from 0.3 to 0.8 ppm inclusive, the offender is deprived of a driver's license for a period of 3 years. He will also have to pay a fine of 100 basic units. If more than 0.8 ppm, the driver will be deprivation of rights for a period of 5 years and a fine of 200 basic units.

Persons who do not have the right to drive a vehicle, as well as those who have transferred control of transport to drivers without a license, face a fine of 5 to 20 basic units. In case of a repeated violation within a year, an administrative penalty is provided in the form of a fine of 20 to 50 BV or community service, or administrative arrest. Such an offense can be followed not only by administrative, but also by criminal liability.

“If a driver drives a motorized transport on one wheel, does not hold on to the steering wheel or does not use footrests, then he can receive a fine of 5 to 10 basic units with deprivation of the right to drive for up to 6 months or without deprivation,” added Ekaterina Silchenko.

Fortunately, there were no offenders among those who passed by Loshan. A motorcyclist on a blue and black Suzuki was returning from the Stalin Line, and a driver on a red and black Khors moped was driving home from work. Both men showed the necessary documents and were able to go further. But the motorcyclist leaving the agrogordka, having seen the employees of the State traffic inspectorate, decided to take a different path and turned off the straight road. Drivers of cars that passed by looked at the traffic police with caution, observed all traffic rules and always let those who were moving along the pedestrian crossing near the entrance to Loshany.

“A couple of years ago, during one of the raids with the participation of the press, we were driving along the Igumensky tract and saw about 15 motorcycles. I looked at them and chose one to stop. They began to press the motorcyclist to the curb, but he did not want to stop. After it turned out that the driver did not have a license. The journalists were then surprised how out of 15 motorcyclists it was possible to choose exactly the one who was the violator? - said Sergei Dubrovsky.

According to him, with work experience, observation always comes, so even among many drivers you immediately notice someone who squints his eyes, looks around cautiously and hopes that he will not be noticed. So it was with that motorcyclist without a license, because he tried to hide behind the backs of other drivers. "You can see everything at once by the habits of a motorcyclist," the chief inspector noted.

There are places where offenders seem to be always ready for the arrival of the traffic police. For example, in Olshany, where many people transport bags with various vegetables on motorcycles.

“We arrived there on one of the late autumn nights. We stood and did not see a single car around, then we heard that a motorcycle was moving somewhere, and turned around to hear the sound. And the driver and passenger immediately drove into a ditch, abandoned the working motorcycle and hid in one of the greenhouses, of which there are a lot in Olshany. The motorcycle is on the side of the road and works, but no one is nearby, "Sergey Dubrovsky recalled.

In the meantime, having decided not to stop at one place in Loshany, traffic police officers moved closer to Minsk and met two more motorcyclists on the way - a man and a woman. One of the drivers turned out to be a violator who got off with a remark.

“The sign fell off the motorcyclist so as not to lose it, the man put the sign in his backpack,” said Dmitry Kalosha, senior traffic police inspector of the escort service of the Strela special traffic police unit.

Of course, the driver promised to return to the parking lot and bring his motorcycle to its proper appearance.

The chief inspector was not at all surprised by the meeting with the motorcyclist. According to him, there are more and more female drivers every year.

Despite the fact that the main task of Dmitry Kaloshi was to control motorcyclists, he also paid attention to motorists. So, the chief inspector managed to make a remark to a woman who was driving a car without wearing a seat belt.

“If you drive yourself, you can’t always see everything around, but when you move along the road on a motorcycle, it’s easier to notice such details,” he added.

At the new parking lot, traffic police officers did not find violators. One of the stopped motorcyclists agreed to be tested for alcohol intoxication.

According to Ekaterina Silchenko, motorcycle drivers are even less protected from traumatic situations than motorists. Despite the fact that traffic police inspectors identified only one offender in the raid, in general, the analysis shows that many drivers get on motorcycles, mopeds or electric scooters while intoxicated. Often these drivers do not have a driving license. That is why traffic police officers closely monitor traffic on the roads and constantly remind drivers to follow all the necessary rules so as not to endanger themselves and others.
