RUSSIA has been conducting a military operation in Ukraine since February 24. President Vladimir Putin called its goals the need for "demilitarization and denazification" of the neighboring state, as well as the protection of the population of Donbass from "genocide" by Kiev. Ukraine, in response, declared martial law and mobilization, and the EU countries have already imposed five packages of sanctions against Moscow.

The HEAD of the European Commission, Ursula von der Leyen, announced the development of the sixth package of sanctions against Russia in mid-April. She did not rule out restrictions on Russian banks, primarily Sberbank, and the energy sector. According to her, the EC "is in the process of developing smart mechanisms" through which the next package of sanctions will affect Russian oil .

In response to Western sanctions , the country's authorities announced retaliatory measures, and the Russian government developed and adopted a large-scale package of measures to support the economy.
