It was on such life examples and a detailed analysis of actions in an emergency that the conversation at the selector was based. But the main thing is lessons for the future. “I always ask you to compare this with military operations, but, thank God, without shooting. This is good training for us. Therefore, we will draw all the appropriate conclusions,” the President said.
Alexander Lukashenko listened to detailed reports on the situation in the regions. The Gomel region suffered the most. About the problem in forestry. Make it before frostThe result of the rampant nature of the Belarusian forests was the damage to plantings with a volume of wood of 2.4 million cubic meters in the Gomel and Mogilev regions, which is about 10-12% of the traditional volume of annual felling in the country. 1.5 thousand specialists were sent to these regions to carry out the work; various equipment was used, including specialized equipment for sawing and removing wood.
Alexander Lukashenko noted that now many foresters are distracted by helping power engineers free power lines from fallen trees. But immediately after its completion, foresters and the Ministry of Forestry must begin dismantling the windbreaks.
On instructions from the President, governors will be involved in organizing such work, and timber from fallen and damaged forests harvested by regional forces will be transferred to the governors. “I have decided that local governors will help you. As for the deadlines required for the final dismantling of windbreaks formed as a result of the rampant nature, and the removal of wood for processing, the President set a short deadline for this - to do all this before the onset of frost.
About the actions of the Ministry of Emergency Situations The President criticized the actions of one of the key ministries in response to such natural disasters - the Ministry of Emergency Situations. Having heard the report of Minister Vadim Sinyavsky, who named the number of dead and injured in the country (6 people died from fallen trees and roofing elements, including two children, 72 people were injured, including three children), Alexander Lukashenko noted: the Ministry of Emergency Situations did not work properly, without warning inform citizens in advance about the degree of danger of upcoming weather events.
The minister explained that all citizens of the country were notified about the impending anomalous natural processes from July 11 to 14 through mobile operators; relevant messages were broadcast on television, radio, and distributed through

To this, the President reasonably noted that meteorologists have recently been very often receiving warnings about possible adverse weather events, and people have become accustomed to the fact that such forecasts are made, but do not always come true. “It’s possible this, it’s possible that. The President also criticized the promptness of the actions of officials in responding to what happened: “Even if you did not warn in advance. It happened - an emergency commission in Gomel within two to three hours should have been created and provided support and assistance to people, mobilized people, water, bread and so on. Not in a day and a half, but immediately it was necessary to use it. But we were late by half a day, a day.”
On the mobilization of the population, including the “sideliners,” Alexander Lukashenko also stated the need to mobilize the population and specialists in general to eliminate the consequences of the disaster. And there were those who took the initiative to help remove rubble and fallen trees and provided assistance to utility workers. “Real men,” the head of state described them.
But there are also anti-heroes who are either trying to profit from an emergency situation, or don’t want to lift a finger at all. They just expect someone to do everything for them, even the most basic things.
“Excuses like I won’t go, I don’t want to, I won’t, are not accepted. Presidential representatives on the ground, take decisive action. This is tantamount to war. Only without shooting. Mobilize the population,” the Belarusian leader said.

Alexander Lukashenko emphasized that there is no need to sprinkle ashes on one’s head, but it is imperative to draw conclusions. “We will resolve all issues related to overcoming the disaster in connection with this crazy hurricane and draw appropriate conclusions in all areas,” the President promised.
Indeed, the weather conditions were extremely difficult; nothing like this had happened in Belarus for a long time. “It’s a terrible phenomenon. We need to draw conclusions. God hit us on the head (I don’t know, but for what reason), but he also regretted it,” said Alexander Lukashenko. The worst-case scenario was avoided.
Alexander Lukashenko instructed the Chairman

The government is under control so that they report to me at the beginning of August,” demanded the head of state.
BOOK HARVEST. What minimum bar did the President set for farmers? The second main topic of the President’s conference call was the topic of harvesting. The conversation here took place in a businesslike manner. There was also some criticism - there are always shortcomings, especially if the State Control Committee is professionally looking for them. But the main thing is that, in general, Belarus has learned how to sow and harvest efficiently, and all decisions have been made at the state level. There is only one thing left - discipline and organization of work. These fine adjustments were discussed by the selector participants - how to speed up certain issues, attract the necessary personnel, where and on what they can further save money and show a businesslike approach. As a result of the discussion, a number of specific instructions were given.
Alexander Lukashenko immediately reminded that, against the backdrop of the massive harvest, they should not forget about requests from people: “We are obliged to help harvest the harvest from citizens’ personal farmsteads. The main responsible here are district executive committees, village councils and farm managers. Keep in mind: to deceive or hide some the facts won't work out."

The grain yield is indeed expected to be noticeably higher than last year: “10 million (tons - BELTA’s note) is not bad, but this is the lower limit. Anything over ten is good. 11 is very good. Therefore, we must strive to to have 11 million tons this year and get a good harvest, and not only cereals, but also rapeseed."
“But this is in theory. For the most part, the grain is standing in the fields, and it needs to be harvested. And quickly and without losses. As always. Then we will cover all the needs for grain for the year ahead, we will provide the feed supply and we will save foreign currency on imports. More In addition, we will create a certain reserve for next year,” the President noted.
Alexander Lukashenko heard reports from regional leaders via video link. They talked about the percentage of harvested areas, yields, grain supplies for government orders, and other current issues. As before, there are more problematic issues in the eastern regions compared to the same Brest and Grodno regions, because it is not for nothing that they periodically receive their share of presidential criticism.
But the most important thing is that, unlike similar meetings in previous years, there were no requests for any additional help - fuel, loans or anything else. On the contrary, it was emphasized that everything can be solved and there are no problems requiring the direct attention of the President. So for now it’s an intermediate “test”, but the final evaluation of the work will be based on the results of the harvest.
During the report of the recently appointed Minister of Agriculture and Food Anatoly Linevich, the issues of attracting an additional number of machine operators for the harvest period were discussed (after all, not all farms carefully considered this issue), repair of imported equipment, and approaches to cultivating a number of crops. Among the latter are winter barley and rapeseed. All of them have proven themselves well, are cost-effective, but require a competent approach.
“There is only one conclusion: winter barley is a capricious crop in conditions of risky farming, i.e. in Belarus. Therefore, you need to carefully select fields. It does not tolerate frost very well and will wither away if there is a lot of snow. Therefore, choose the right fields. You need to cultivate barley so that the harvest was not less than 40 centners (per hectare. - BELTA note)," the head of state noted. As the President was informed, on some farms the yield of winter barley even exceeds 100 c/ha.
“We chose the right fields, normal predecessors and technologies,” commented Alexander Lukashenko.
The same goes for rapeseed. “It brings money like
milk in livestock farming. We need to work on it. But, as with other crops, we need to work on it thoroughly. This is the main conclusion: there will be rapeseed, but it needs to be cultivated as much as we can harvest and process normally,” the head of state emphasized .
Alexander Lukashenko made the following conclusions from the conversation: “I don’t see any big problems in cleaning. We just need organization. Authorized people will arrive at the sites today or tomorrow. Their decision is final. If something needs to be solved, they will contact me. We We will make an appropriate decision within a few hours."
He also emphasized the importance of decent wages for people. “Pay people. It will pay off. Provide support to people who are trying and working well today,” Alexander Lukashenko instructed.

PROMISING PARTNER. Due to which Belarus can deepen cooperation with Chuvashia Alexander Lukashenko began his working week with a meeting with the head of the Chuvash Republic of the Russian Federation, Oleg Nikolaev, who was visiting Belarus for the first time as the head of this Russian region.
Chuvashia is a new partner for Belarus in many ways, but very promising. So far, at the end of 2023, we have traded for $122 million, but the goal is to double trade turnover. And there are obviously reserves for this.
People in Chuvashia are already well acquainted with Belarusian passenger equipment. In Cheboksary, MAZ trolleybuses assembled at the Ufa plant are used. This year, in addition to the contract for almost a hundred new cars, there is a request for another 40 units. “I know that the region is actively purchasing Belarusian cargo, agricultural, municipal, road and special equipment. In addition to the economy, there is an opportunity to intensify cooperation in the humanitarian sphere - science, education, culture and sports.
“I want you to know: everything we agree on will be carried out sacredly,” the Belarusian leader assured.
The President also outlined other promising areas of activity where intensifying bilateral cooperation corresponds to mutual interests.
About the potential in industry, Chuvashia is consistently among the top ten in Russia, and according to some indicators - in terms of growth rates of industrial production and the manufacturing sector - even among the top three. “Belarus is ready to expand existing cooperation and is ready to implement new projects,” the President noted. Belarusian tractor manufacturers and engine manufacturers supply components and engines to the assembly lines of the Cheboksary Industrial Tractor Plant. MZKT chassis are in demand at the Shumerlinsky Specialized Vehicles Plant. MAZ makes a specially designed all-wheel drive version of the wheelbase for Chuvashia. A number of Belarusian enterprises supply components for the electrical engineering cluster of Chuvashia. “This means that we have a long-standing and strong industrial integration and cooperation,” stated Alexander Lukashenko.
About the possibilities of cooperation in the agro-industrial complex Agriculture in Chuvashia, as in Belarus, is actively developing. Livestock complexes are being built to raise

Alexander Lukashenko noted that Belarus is sometimes blamed for escalating and escalating the situation. TAKE A LEADERSHIP POSITION. What does Lukashenko focus the Constitutional Court on? On July 18, the head of state met with the judges of the Constitutional Court. Extensive work has been carried out on a new edition of the Basic Law, to which the judges of the Constitutional Court also contributed. Subsequent events confirmed the timeliness of the adopted changes. But the main thing that Alexander Lukashenko drew attention to is that all the principles and norms laid down in the Constitution must work in practice. This also applies to the powers of the Constitutional Court, which were significantly expanded during the constitutional reform, including taking into account the proposals of the judges themselves. “I believe that in matters of implementing the provisions of the Basic Law, the Constitutional Court can openly, without fear, take a leadership position,” the head of state emphasized. “Now it is important to be proactive, to be on the cutting edge of events, to work ahead of the curve. In short, society should see the Constitutional Court in action. The effectiveness of protecting constitutional law and order in our country depends on your activity."
The President emphasized that, probably, no state has actually done as much as Belarus to ensure the independence of the courts. “But you must not forget that you are part of our state, the state structure, the administrative apparatus. We must under no circumstances forget about this. We must be united as never before in order to survive and preserve our state,” he said Belarusian leader. “The Constitutional Court cannot be isolated. It is necessary to build constructive interaction with other government bodies,” the President directed.
Alexander Lukashenko also pointed out the need to make maximum use of the experience and knowledge of judges in the educational field. Particular attention should be paid to working with young people, in work collectives, and with government employees. “You are excellent lecturers and orators. You are a storehouse of knowledge in the field of law, and not only law, but also life,” the President said. “In general, we need to stand in the vanguard and move forward,” summed up Alexander Lukashenko. On initiative and “passivity” in constitutional control One of the questions concerns the function of the court in interpreting the Basic Law. This requires the initiative of competent government bodies (Presidium of the Supreme National Assembly, chambers of parliament, Supreme Court,
government ). These bodies also have the right to address the issue of compliance of normative legal acts with the Constitution.
“So far we do not see such an initiative, but the ground (for the implementation of such powers. - BELTA note) must be prepared by the Constitutional Court itself. You must initiate this process through your practical activities,” the head of state addressed the judges. At the same time, these constitutional norms should not be declarative for government bodies, the President emphasized. “People come to you with pressing questions,” he noted.
The Chairman of the Constitutional Court, Petr Miklashevich, in his report at the event, also stated that one of the features in the work of the court is that it is by its nature a passive body. That is, he does not have the right to initiate constitutional proceedings on his own initiative.
The initiation of constitutional control is carried out by other specially authorized state bodies and citizens. In this regard, Alexander Lukashenko noted that if we talk about practice and go from life, then the situation is somewhat different. The point is that the Constitutional Court does not have to wait for initiative on the part of other entities, but also show it itself if certain problematic issues are obvious. “You have the right to everything. Let’s do it from life. If you see something, you can tell me, tell the relevant subjects. And we will make such a proposal. There would be a need for this for the benefit of the state,” the President said.
“We will look into this matter. If we see it, we will actually invite the authorized government bodies to make an appropriate proposal,” agreed Pyotr Miklashevich.
On the institution of constitutional complaint for citizens The second issue raised by the head of state concerned an important innovation in the Basic Law - the institution of constitutional complaint. “This is an initiative of the court itself. Citizens have the opportunity to appeal to the Constitutional Court not only through authorized state bodies, but also in person,” the head of state explained. He was interested in what exactly the Constitutional Court was doing so that people could actually exercise this right. “You must clearly tell them that a constitutional complaint is their additional guarantee when all remedies in the courts of general jurisdiction have been exhausted. And if we have introduced direct access to constitutional justice, I consider it unacceptable to formally consider citizens’ constitutional complaints,” Alexander Lukashenko emphasized.
As Pyotr Miklashevich said, there is indeed interest on the part of citizens in this new opportunity for them. The Constitutional Court has received more than 300 appeals from citizens and legal entities, but so far they do not meet the required criteria. The point is that you should only appeal to the Constitutional Court if all other legal remedies have been exhausted. “We have made an analysis of procedural legislation in various categories of cases. This period is approximately 8 to 9 months to go through and exhaust all means,” noted the Chairman of the Constitutional Court.
“Therefore, it is obvious that the level of legal assistance must be increased, including from the legal community. The Constitutional Court is taking certain information and explanatory measures so that citizens’ constitutional complaints are received in a legally properly formalized manner,” added Pyotr Miklashevich.
For example, in Russia, the Constitutional Court annually receives about 15 thousand constitutional complaints from citizens. In Kazakhstan - 5 thousand. Their Belarusian colleagues expect similar activity. At the same time, the practice of the constitutional courts of the Russian Federation and European countries shows that only within 4% of all appeals become the subject of consideration in the Constitutional Court. “Because it is not so easy to question the constitutionality of a normative legal act. It is necessary to present appropriate arguments,” noted the Chairman of the Constitutional Court.
On the interaction of courts The third aspect that was discussed is the interaction of courts. After all, courts of general jurisdiction have the right to appeal to the Constitutional Court. When considering a specific case, a judge, having doubted the constitutionality of the act applied in this case, raises the question of checking it for compliance with the Constitution.
“Neither before the amendments to the Basic

THE COMING REVOLUTION. What large-scale audit did the President order to carry out? The meeting with the judges was also attended by heads of other government bodies and senior officials, which also became the reason for another important assignment. Characterizing the work of the Constitutional Court at the present stage, the head of state drew attention to the fact that the role of this body should be visible in law enforcement activities.
The President noted that there are now 175 thousand acts in force in Belarus. “It’s a disaster! Some of them are difficult to read and understand, they are overloaded, certain issues are regulated. Many norms are repeated, multiple adjustments are made to acts,” the head of state outlined the range of problems. He drew attention to the fact that when significant adjustments are made, the normative legal act should be reissued in an updated, current version, which will significantly facilitate the work with such a document. To solve existing problems, Alexander Lukashenko is carrying out a large-scale revision of legislation. The process will be organized by the Presidential Administration. “Olga Ivanovna (Olga Chupris, Deputy Head of the Presidential Administration - BELTA), we need to gather specialists and involve the Constitutional Court,” the head of state said. The purpose of such an audit is to reduce the legal body, eliminate contradictions in legal regulation, and identify by-laws that do not comply with the Constitution, laws and presidential decrees. “We need to turn it all over. We need to remove everything unnecessary, leave only what is needed. We need to carry out this audit. “Naturally, we supported this organization and will continue to support it. We are one of the founding countries of the UN. We see shortcomings, but these are not shortcomings of Guterres (UN Secretary-General Antonio Guterres. - BELTA's note) and the organization. But our specific ones, because The UN is a collective body. Everyone has their own voice, their own opinion. They have the right to express themselves one way or another. We understand this very well, but we will work to make the UN more effective,” the head of state said. Alexander Lukashenko emphasized that decisions made at the UN must be fair for everyone. “And not the way it is happening now thanks to the policies pursued by the West, primarily the United States, taking advantage of its dominant advantage in economics and finance. VISA FREE IN THE AIR AND ON THE GROUND. Which proposal was supported by the President? Another confirmation of the openness and sincerity of the international policy being pursued is the proposal supported by the President this week in the Republic of Belarus through all road and railway checkpoints for additional citizens of 35 European states. Technically, this procedure began to apply from 8.00 on July 19, 2024.

“In order to further demonstrate the openness and peacefulness of our country, commitment to the principles of good neighborliness, as well as to simplify people-to-people contacts and improve freedom of movement, the President of the Republic of Belarus supported the proposal of the Ministry of Foreign Affairs and other government bodies to establish a procedure for temporary visa-free entry, exit and stay in the Republic of Belarus through all road and railway checkpoints additionally for citizens of 35 European countries,” the Foreign Ministry said.
Thus, citizens of all European countries for which Belarus applies a visa regime, from July 19, can enter and exit through all land and air international checkpoints of the State Border of the Republic of Belarus with valid documents and stay on the territory of Belarus for no more than 30 days from the date of entry .
This procedure for visa-free entry and exit will be valid until December 31, 2024.
The current regime of visa-free entry through land checkpoints for citizens of Latvia, Lithuania, Poland and other countries is also maintained.
