Putin signed a law on the liquidation of environmental damage by the owners of enterprises

According to the new rules, the owners of enterprises will be required to develop an action plan to eliminate environmental pollution five years before the completion of the operation of the facilities.

Russian President Vladimir Putin signed a law obliging the owners of industrial enterprises to eliminate the consequences of a negative impact on the environment. The document is published on the official portal of legal information, its norms also apply to coal mines.

The law establishes requirements in the field of environmental protection during the operation and decommissioning (mothballing or liquidation) of individual production facilities in order to prevent and eliminate environmental pollution by the most hazardous production facilities. Thus, the responsibility of enterprises for the entire life cycle of facilities is introduced; they will not be able to stop hazardous production without eliminating the accumulated harm to the environment.

According to the new rules, the owners of enterprises will be required to develop an action plan for the prevention and elimination of environmental pollution five years before the end of the operation of the facilities and obtain a positive conclusion from the state environmental review. The document will include the estimated cost of these activities and confirmation of financial support for their implementation.

In Russia, it was proposed to establish rules for handling animal waste. 

The law also introduces provisions on the "coloring" of environmental payments to prevent their misuse. We are talking about the accumulation of funds from payments for negative impact on the environment, from fines for administrative offenses in the field of environmental protection, as well as from payments for claims for damages. The Government of the Russian Federation will distribute such funds among events, taking into account the proposals of the regions that have been harmed.
