The law introduces a new article into the Code of the Russian Federation on Administrative Offenses: “Failure to comply with requirements for the handling of livestock by-products.”
An administrative fine is introduced for failure to comply with the requirements for storage, transportation, processing, recycling, and sale of manure and litter. For officials, it will be from 30,000 to 40,000 rubles, individual entrepreneurs face a fine of 50,000 to 60,000 rubles or suspension of operations for up to 90 days, and legal entities face a fine of 250,000 to 350,000 rubles or suspension of operations for up to 90 days.
Repeated violations will be punishable by a fine: for officials it will be from 40 thousand to 50 thousand rubles, for entrepreneurs - from 60 thousand to 70 thousand rubles, for companies - from 350 thousand to 450 thousand rubles.
If violations have caused harm to human HEALTH, the environment, or led to the emergence of an epidemic or epizootic, officials will face a fine of 50,000 to 60,000 rubles, individual entrepreneurs - from 80,000 to 90,000 rubles, legal entities - from 500,000 to 600,000 rubles or administrative suspension of activities for up to 90 days.
Let us recall that since March 1, 2023, the law on livestock by-products has been in force in RUSSIA (dated July 14, 2022, No. 248-FZ).
Now the livestock breeder himself decides what to do with manure and droppings. If the owner wants to recognize the substances formed as a result of keeping livestock as by-products of livestock farming, then in this case he must notify the territorial office of ROSSELKHOZNADZOR at the location of the production site.
According to the law, by-products of livestock farming include manure, droppings and waste generated during the keeping of farm animals, as well as bedding if such products are used in agricultural production.
Subordinate acts have approved requirements for handling livestock by-products and a list of violations. In particular, requirements for handling livestock by-products are set out in Government Resolution No. 1940 of October 31, 2022. The requirements state that unprocessed livestock by-products may only be stored in specialized areas and that environmental pollution must not be allowed.
