The analysis of data from the FSIS "Mercury" made it possible to establish violations at the sites of manufacturers and suppliers of goods to social institutions of the Rostov region

Among the main violations recorded by the monitoring group of the department were:

- adding products through "inventory", which violates the "traceability" of goods;

- inaccurate information about the vehicle and non-compliance of the declared mode of transportation or vehicle with the requirements established by law;

- circulation of goods using "phantom" sites;

- the lack of rights for persons to issue an eVSD for controlled goods;

- certification of products not subjected to veterinary and sanitary examination;

- certification of products "without packaging" that does not exclude contact with the external environment;

- certification of expired products.

For example, on March 28, 2023, the monitoring group of the department, based on the results of the analysis of data from the FSIS "Mercury", revealed that at the site of the supplier LLC "Tsimlyansk MEAT Processing Plant", an authorized person issued an eVSD for beef in half carcasses and quarters (frozen) in the amount of 300 kg without packaging , which is a violation of the Order of the Ministry of Agriculture of RUSSIA No. 646, namely, the person does not have the right to issue an eVSD for a controlled product that is not packed in consumer or transport packaging, which does not allow the product to come into contact with the external environment.

Subsequently, the above products were sent to the address of the psycho-neurological dispensary of the Krasnosulinsky district of the Rostov region.

On April 3, 2023, the monitoring group of the department, according to the Mercury system, at the site of the manufacturer of the SPPK Moloka-Dona, revealed that 14.8 tons of MILK (skimmed pasteurized) were produced with an extension of the shelf life through the transaction "production / processing". Thus, this fact indicates a violation of traceability and may lead to the release of low-quality and dangerous products into circulation.

Subsequently, the products were sent to a social institution in the Rostov region for sale as food for children.

According to these facts, officials of the department sent information letters to social institutions about the need to take measures in relation to these products. Warnings were sent to the supplier and manufacturer about the inadmissibility of violating the mandatory requirements and it was proposed to continue to carry out their actions in accordance with the law.

In total, for the violations committed during the registration of the eVSD in the FSIS "Mercury", the ROSSELKHOZNADZOR Administration suspended the registration of 28 authorized persons of business entities, and canceled the registration of 3 authorized persons. Economic entities were sent 30 warnings to authorized persons. From the register of FSIS "Cerberus" officials of the department excluded one site, where products were traded from the "phantom" site, namely, there is no enterprise at the actual address.

More than 89 warnings were sent to business entities about the inadmissibility of violations of the mandatory requirements of the veterinary legislation of the Russian Federation and it was proposed to take measures to comply with them.

Based on the results of the work carried out by the Office in 2023, 19 administrative cases were initiated against business entities. In addition, 51 declarations of conformity for controlled products were withdrawn. 

Information about the identified violations was sent to the prosecutor's office of the Rostov region and the constituent entities of the Russian Federation for taking appropriate response measures. Information was also brought to the attention of local authorities and social institutions.
