
The Ministry of Transport has developed a new version of the so-called draft law on taxis (“On the organization of transportation of passengers and luggage by passenger taxis in the Russian Federation and on amendments to certain legislative acts of the Russian Federation”), according to which services for ordering a passenger taxi (they mean aggregators or taxi companies with their own application for ordering taxi) are required to provide “automated remote access” to their information systems and data to the Federal Security Service (FSB). We are talking about data "used to receive, store, process and transmit orders for a passenger taxi." The text of the bill is available from RBC. Its authenticity was confirmed by the representative of Citymobil and the chairman of the Public Council for the development of taxis in the regions of Russia, Irina Zaripova.
Details - to what kind of information and why it will be necessary to provide access to the FSB - are not given in the text of the bill.
In addition to the FSB, passenger taxi ordering services will have to transmit traffic information, including the location of the taxi and the driver, to the Regional Navigation Information System (RNIS; a platform for managing and monitoring transport infrastructure in Russian regions).
According to one of the interlocutors of RBC, the bill was agreed upon by the Ministry of Justice, Rostransnadzor, the Ministry of Labor, the Ministry of Finance, the Ministry of Economic Development, the Ministry of Industry and Trade, the Federal Tax Service and the Ministry of Health.
The representative of the Ministry of Justice said that the bill was under consideration by the department, and "the conclusion on the results of its legal and anti-corruption expertise was sent to the Ministry of Transport." The representative of Rostransnadzor redirected the question to the Ministry of Transport. This ministry, in turn, did not respond to RBC's request at the time of publication. RBC also sent inquiries to the Public Relations Center of the Federal Security Service of Russia, as well as to the Federal Tax Service, the Ministry of Economic Development, the Ministry of Health, the Ministry of Labor and the Ministry of Finance.
