Deputies of the legislature of the Rostov region intend to apply to the State Duma of the Russian Federation with a proposal to simplify the commissioning of industrial enterprises. This issue was discussed during a joint meeting of the construction committee of the Don parliament and the committee on economic policy.
The appeal says that until recently, all the efforts of the authorities to simplify procedures in construction were mainly related to obtaining a building permit. At the same time, work experience shows that the economy incurs the greatest losses at the stage of commissioning an enterprise, since even industry leaders spend at least 4-5 months on this procedure. At the same time, if at the stage of designing and obtaining a construction permit an industrial investor, as a rule, made minimal investments, then by the time the production enterprise was put into operation, capital expenditures had been made in full, but there was still no revenue.
“A lot of procedures can be simplified, or even abandoned. At the federal level, there is an understanding of this problem. The President of RUSSIA sets the task that it would be no more difficult to build plants and factories in our country than, for example, in Turkey. This is especially true in the new conditions, when there are ambitious tasks for import substitution,” said Igor Burakov, Chairman of the Don Parliament Committee on Economic Policy.
He noted that for plants and factories there are a lot of insignificant moments that in no way affect the life and HEALTH of people. They can be postponed for a certain point in time or agreed with the authorities after the commissioning of the enterprise.
“We propose to define all such moments and attribute them to the so-called suspensive conditions, so as not to slow down the process of putting the plant into operation. We also propose to set a priority for all regulatory authorities in the direction of industrial enterprises, whose investment in the project exceeds 1 billion rubles. The logic of all our proposals is that we can now put new plants and factories into operation very quickly, and that they bring economic benefits as soon as possible, ”added the parliamentarian.
During the meeting, they also discussed the issue of reorienting the Russian Direct Investment Fund in favor of production projects related to import substitution. In particular, it is proposed to soften the selection criteria for such projects. At present, the Fund is selecting projects worth over 3 billion rubles for investment. The deputies consider it expedient to lower this bar to 500 million rubles, so that relatively small enterprises that produce small products, but at the same time very important in the current conditions of sanctions pressure, fall under this criterion.
“The Fund invests not only its own money, but also attracts foreign direct investment, moreover, mainly from those countries that have not joined the sanctions today and, accordingly, can become a conduit for foreign investment in our import-substituting projects. At the same time, what is important, the Russian Direct Investment Fund is included in the enterprise as a shareholder. This is not a loan that needs to be repaid and on which interest must be paid. This is a very convenient tool for quickly launching import-substituting projects,” Burakov commented.
