The sanctions also affected Kirill Dmitriev, the first deputy minister of education and head of the Ministry of Agriculture of Russia and the former head of the Constitutional Court of Ukraine.

Ukrainian President Volodymyr Zelenskyy has imposed new sanctions against Russian officials. He announced this on his Telegram channel.

According to a document posted on the website of the Ukrainian President's Office, the restrictions also affected Kirill Dmitriev, the Russian President's Special Representative for Economic Cooperation, and General Alexander Zorin, Russia's representative in the Istanbul negotiating team.

In addition to them, sanctions were imposed on Russia's First Deputy Minister of Education Alexander Bugayev, Minister of Agriculture Oksana Lut, Deputy Minister of Science and Higher Education Andrey Omelchuk, Deputy Minister of Culture Andrey Malyshev, Alexey Komkov, and former head of the Constitutional Court of Ukraine Alexander Tupytsky.

Zelensky also imposed sanctions against the Russian publishing houses Veche, Piter, Knizhny Mir, Tsentrpoligraf, and Yauza.

In March 2019, Ukraine announced the introduction of sanctions against Russia's largest publishing group, Eksmo-AST, and the publishing houses Piter, Yauza, Veche, and Centerpoligraf, as well as Algorithm and Knizhny Mir.

At that time, the sanctions were imposed for three years and included restrictions on trade operations, suspension of economic and financial obligations, measures to prevent the outflow of capital outside of Ukraine, as well as other sanctions “in accordance with the principles of their application.”

In early October, Zelenskyy also signed several new sanctions decrees against Russia. The first decree extended expiring sanctions and targeted Russian entrepreneurs. The second decree imposed restrictions on Russian military-industrial complexes, specifically drone and component manufacturers. The third decree, Zelenskyy said, targeted individuals and companies associated with the Russian oil sector.

Moscow considers Western sanctions illegal. The Kremlin has noted that the restrictions are incapable of changing Moscow's policies and that the Russian economy has developed a certain immunity to them .
